RRC - Engineering Specialist III - Injection Well Permitting Analyst
The Railroad Commission of Texas is a state agency that regulates the oil and gas industry. They are seeking an Injection Well Analyst to provide administrative processing and technical review of injection well monitoring and compliance requirements, focusing on various types of injection wells.

Responsibilities
Monitors and tracks compliance with pre-injection / post-injection conditions for all Class VI, V & III permits
Reviews reports for compliance and perform field inspections of Class VI facilities; performs detailed review of completion of injection wells and wells in the area surrounding; during an inspection
Performs reviews of mechanical integrity test reports (Form H-5) and troubleshoots submitted Forms H-5
Processes Completion Reports (Forms W-2 and G-1) for injection wells by evaluating downhole work using tools such as cement bond logs, mud logs and geophysical logs against injection well permit parameters
Assists with review, approval and enforcement of mechanical integrity test reports associated with SIP permitted wells
Assists clients over the phone or via email to prepare and submit mechanical integrity test reports (Form H-5) online, completion and semi annual reports for compliance with rules and standards
Completes technical evaluations in the Commission’s online Completion System to document, update, and identify elements of permit compliance such as well perforations, casing for groundwater protection, validation of drilling permits, and injection and well testing criteria, using Commission databases and tracking software
Interacts with customers by phone and e-mail to solve moderately complex injection well problems reviewed under the SIP unit
Resolves discrepancies through written and verbal communication with operators and research of well records
Researches information using records and databases; interprets well information in the Commission's internal and public databases
Meets and maintains measured work standards with a high degree of accuracy and attention to detail while applying varied complex work methods, procedures, and rotating job duties
Performs additional related essential tasks to maintain production workflow
Qualification
Required
Graduation from an accredited four-year college or university with a bachelor's in engineering, Geoscience, or a closely related field
Two (2) years of experience in engineering or geological work
Two (2) years of experience evaluating documents or compliance with rules, policies and procedures
Possess a valid Texas Driver's License and good driving record
Preferred
Four (4) years of experience in engineering or geological work
Knowledge of Class VI – Geologic Storage and Associated Injection of Anthropogenic Carbon Dioxide (CO2) wells
Experience in oilfield operations
Experience interpreting geophysical well logs
Knowledge of the Railroad Commission's rules, policies, and procedures
Experience related to design, completion or monitoring of oil and gas or injection wells
Experience in data management or data analysis
Experience in groundwater protection
Licensed as a Professional Engineer or Professional Geoscientist in Texas
