Licensing and Certification Analyst

The California Department of Health Care Services (DHCS) is dedicated to providing equitable access to quality health care for all Californians. The Licensing and Certification Analyst is responsible for performing complex analytical assignments related to the monitoring of substance use disorder programs and ensuring compliance with regulations, requiring substantial statewide travel.

Responsibilities

Responsible for the independent performance of complex analytical assignments for the Substance Use Disorder Licensing and Certification Section (SUDLCS) that includes monitoring a caseload of substance use disorder (SUD) programs
Substantial travel statewide, including overnight, of up to 50% of the time, by airplane, train, automobile, and other transportation methods is required to ensure compliance with California Code of Regulations (CCR), Title 9, and the AOD Certification Standards
Travel related duties may take up to a week at a time, and several weeks per month, dependent upon workload and operational need

Required

The position(s) require(s) a Background Investigation be cleared prior to being hired
Substantial travel statewide, including overnight, of up to 50% of the time, by airplane, train, automobile, and other transportation methods is required to ensure compliance with California Code of Regulations (CCR), Title 9, and the AOD Certification Standards
Candidates who do not complete and submit a Supplemental Application may not be considered for this position
Position requires employee be fingerprinted and successfully pass a background investigation
Applicants must include a Supplemental Application (SA) for this recruitment
The SA response must be no more than two pages in length, double-spaced and using 12-point Arial font

Travel required 50% of the time
Position may require overnight travel for up to 4 consecutive nights to meet training requirements

Preferred

Excellent written and oral communication skills. Candidates should be able to compose clear, concise, and effective memos, letters, and analyses
Strong analytical skills. The candidate should be experienced in reviewing and analyzing documents and/or applications for completeness according to policies, procedures and/or regulations
Exceptional time management and organizational skills desired. Candidate would have experience meeting deadlines and managing multiple competing priorities
Competency in using basic office software such as Microsoft Outlook, Word, Excel, PowerPoint
