Responsibilities

Train and provide technical guidance to other district, CSSF accounting personnel and SCOE departmental accounting personnel; process County auditor apportionments and journals; perform oversight of fiscal evaluation for assigned districts and funds
Receive, audit and record revenues (deposits) submitted by local school districts for revenues received by them from local, County, State and federal sources; enter transactions into the computer system
Set up journals, audit and enter various State and federal revenue apportionments and expense transactions into the computer system; review and process districts' commercial check runs
Reconcile bank ledgers, reports and records with the County auditor's Office; balance Apportionment Clearing account on a monthly and year-end basis; develop and maintain financial and control spreadsheets to calculate and report financial data related to assigned accounts, programs, funds and budgets
Balance and process the monthly Special Purpose apportionment. Develop periodic reports of specific program income and expenditures, review to assure consistency and accuracy. Balance and process the quarterly interest activity. Prepare multi-year financial status projections including cash flow reports. Perform the quarterly random commercial audits of assigned districts
Monitor capital outlay purchases; land parcels, site improvements, building/structures etc. in accordance with State requirements. Provide training and on-going direction and technical support to Financial Analysts and school district finance personnel
Perform technical accounting work for assigned school districts and departments including auditing that the proper account coding is utilized and that the transactions are allowable as described in the California Education code and the California School Accounting Manual and following generally accepted accounting principles
Advise and assist school district finance staff and departmental staff with regard to the payroll transactions that is posted from the payroll system into the finance system to correct errors and perform required adjustments
Assist districts and departmental personnel with monthly closing of the books as well as the year-end closing process; coordinate the entire process for assigned direct service districts
Perform more advanced technical accounting work on special projects under the direction of the Controller or the Director of District Fiscal Services
Assist others with the use of State software application and be able to instruct and train on the proper utilization of the applications
Serve as liaison between District Finance and other SCOE departments including Information Systems and CSSF; serve as liaison between districts and other County and State agencies such as the California Department of Education
Provide technical assistance and support to the Director of District Fiscal Services, Internal Accounting Supervisor and the Controller in the annual 1099 process for governmental submission
Operate a variety of office equipment, including a computer, printer, ten-key calculator and various financial software applications

Required

Associate's degree in accounting, bookkeeping or related field
Four years increasingly responsible related accounting experience
At least two years of governmental fund accounting experience
Experience with advanced techniques in the use of computerized spreadsheets
Accounting and auditing principles, practices and procedures
Financial, statistical and fiscal record-keeping principles, including general accounting and auditing methods, procedures and principles
Rules and regulations concerning assigned accounting activities, including the California Schools Accounting Manual and governmental accounting methods
Preparation, review and control of assigned accounts
Data processing systems and software applicable to accounting and auditing functions
Training and providing work directions to others
Interpersonal skills using tact, patience and courtesy
Modern office practices, procedures and equipment
Operation of computer equipment and related software
County Office organization, operations, policies and objectives
Oral and written communication skills
Maintain and audit fiscal records and accounts in a County Office of Education
Perform technical and complex accounting work in the preparation, maintenance and review of financial records, accounts and reports
