The Texas Attorney General's Office is a dynamic state agency providing legal representation in various areas of law. They are seeking a Contract Manager to oversee the execution and administration of contracts for the Child Support Division, ensuring compliance and performance monitoring while providing guidance to staff and stakeholders.

Responsibilities
Oversees the daily operations and activities of managing and administering existing contracts by monitoring performance and contract budgets, processing contracts assignments, developing and tracking key metrics, developing and managing contract reports to the vendor and to management
Provides guidance to staff and the OAG-CSD community regarding contract administration, policies, and procedures; and resolves related issues and concerns
Resolves non-compliance issues, discrepancies, complaints, and disputes by investigating, negotiating settlement agreements, coordinating work sessions, terminating contracts, and other resolution strategies
Evaluates budget requests, monitors budget expenditures, and adjusts as necessary
Oversees and/or coordinates the development of contract related documents and reports to management
Oversees, and/or assists with, the development of the scope of work, contract requirements, and conditions for new contracts; prepares contracts; leads negotiation strategies; and award new contracts
May oversee and/or conduct on-site visits to vendors for compliance with contractual requirements
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities
Manages day-to-day activities within a business function(s), division(s), or department(s)
Investigates and oversees special studies or surveys to assess consumer and program outcomes for evaluation
Reviews and analyzes legislation related to procurement and contract management, including tracking legislative bills, and assisting with bill analysis
Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures
Negotiates contracts, contract renewals, and contract amendments
Identifies training needs and conducts training
Identifies areas of needed change and makes recommendations to improve operations
Plan, assign, and/or supervise the work of others; Manage and develop staff development plans
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualification
Required
Graduation from high school or equivalent
Bachelor's degree from an accredited four-year college or university; or experience in the following (or closely related) fields may be substituted for required education on a year-for-year basis: business administration, contract development, contract management, or government
Ten years of full-time experience working in the following (or closely related) fields: business administration, contract development, contract management, or government
Knowledge of accounting principles and practices, contract management, developing and negotiating contracts, state procurement, and policies and procedures
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Skill in collaboration and problem solving
Skill in using a computer for word processing and data entry/retrieval
Ability to evaluate contracts and recommend future status, evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements
Ability to write and edit contract requirements and specifications; to negotiate features of a contract
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location and perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs
Ability to travel (including overnight travel) up to 5%

Experience: Child Support Enforcement
Experience: Word, Excel, Visio and Access
Technical writing experience
Certification: Certified Texas Contract Manager (CTCM); certification must be obtained within 12 months of employment with the OAG
