The California Governor's Office of Emergency Services (Cal OES) is seeking a Senior Project Manager/Business Analyst & Contract Manager to manage multiple IT projects and ensure alignment with the organization's strategic objectives. This role involves leading project teams, overseeing contract activities, and ensuring compliance with technical and security standards.

Responsibilities

Manage projects through the initiation, analysis, planning, execution, monitoring, control, and closure phases

Coordinate and manage multiple projects within the modernization portfolio to achieve Cal OES Business and IT Strategic objectives

Develop and update project documentation for information technology projects

Perform business analysis

Oversee contract and procurement activities

Ensure vendor deliverables meet contractual, technical, and security requirements

Lead project teams

Manage the integration of information systems and/or subsystems

Ensure adherence to budget, schedule, scope, and contract terms

Provide project leadership for the identification, development, acquisition, and implementation of complex information technology solutions

Provide direction to technical specialists and program area subject matter experts

Incorporate digital transformation objectives

Ensure all technical products meet Cal OES security and accessibility standards

Required

Experience managing complex IT projects through full lifecycle

Ability to manage multiple concurrent projects within scope, schedule, budget, and contract constraints

Experience leading cross functional teams and coordinating with vendors and contractors

Familiarity with Agile and hybrid methodologies

Experience with IT modernization, cloud/SaaS implementations, and IT procurement/contract management

Expertise in requirements gathering, process modeling, and stakeholder engagement

Experience with enterprise platforms (Salesforce, ServiceNow, Workday, etc.)

Strong understanding of system integration, data migration, and change management

Proficiency with project management and collaboration tools (Azure DevOps, Smartsheet and other tools)

Experience developing or reviewing Statements of Work (SOWs), solicitations, and contract deliverables

Excellent communication and facilitation skills with technical and non technical audiences

Ability to translate complex technical concepts into business friendly language

Experience mentoring team members and leading workshops or training sessions

Strong problem solving skills and a proactive, solution oriented mindset
