Management Analyst (City-Wide Recruitment)
The City of Turlock is seeking a Management Analyst to perform advanced assignments including grant management and special projects. Responsibilities
Coordinates and performs professional-level administrative and programmatic duties; conducts assessments and monitors program performance by researching data and impact to determine feasibility, resolve problems, and increase efficiency; consults with City staff, management, and outside agencies; recommends and implements modifications to systems and procedures
Assists in developing goals, objectives, policies, procedures and administrative control systems
Manages and prepares responses and proposals for relevant grant opportunities
Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality
Plans, oversees, and administers assigned programs and projects; performs professional and complex administrative work in such areas as financial administration and reporting, grants, purchasing, contract administration, management analysis, public information and program evaluation
Research, develop, write and submit grants, donations to funding sources
Primary responsibility of working with key City staff and stakeholders to support the City’s grant program
Identify appropriate grant opportunities; research and prepare grant proposals; outline plans, strategies, goals, and objectives
Solicits and assists departments with grant recommendations and proposals for a wide-array of City programs
Works with staff to allocate funding and coordinate funding deadlines; prepare reports involving grant performance, including but not limited to expenditures, activity levels, outcomes, and goals
Assists departments with preparing grant reports and presenting these documents to City management or Council for approval
Participates in the development, implementation, oversight and maintenance of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations
Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues or questions; prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, and makes and justifies recommendations
Plans, organizes, assigns, trains, reviews and evaluates the activities of assigned technical and administrative staff
Serves as a liaison with employees, public, and private organizations, community groups, commissions and committees, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions
Prepares and submits various City Council, commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities
Maintains accurate records and files
Performs other duties as assigned
Qualification
Required
Four (4) years of increasingly responsible technical, administrative or analytical experience in a public agency
Equivalent to a bachelor's degree in business, public administration, or a closely related field
Possession of and the ability to maintain an appropriate, valid California Drivers License as a condition of continued employment
Knowledge of principles and practices of organization, administration and personnel management
Knowledge of principles and practices of budget preparation and administration
Knowledge of statistical methods and methods of graphic presentation
Knowledge of principles and practices of budgeting accounting in a municipal government
Knowledge of modern office procedures, methods and computer equipment and word processing and software applications
Knowledge of principles and procedures of financial record keeping and reporting
Knowledge of advanced technical report writing procedures and grant proposal development
Knowledge of principles, practices, and techniques of program and grand fund administration and monitoring
Ability to learn the process and structure of the City of Turlock
Ability to learn pertinent federal, state and local laws, codes and regulations
Ability to analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Ability to analyze facts and make sound recommendations
Ability to prepare completed staff work for oral and written communications
Ability to work with and control sensitive, confidential information
Ability to estimate and project revenues and expenditures
Ability to plan, initiate and complete work assignments with a minimum of direction
Ability to communicate clearly and concisely orally, in writing and statistical summaries with City staff, the public and representatives of various organizations
Ability to establish and maintain cooperative-working relationships in a team environment and with those contracted in the course work
Ability to utilize word processing, spreadsheet and presentation computer software in an effective and efficient manner
Benefits
Holidays: Eleven (11) paid holidays and two (2) floating holidays.

Annual Management Leave: Eighty (80) hours.
In-lieu Time Off (December): Employee shall receive 40 hours.
Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation: The City will match employee's contribution up to two and half percent (2.5%) of the employee's base salary for each pay period in which employee contributes eight percent (6%) to the program.
Retiree Health Savings (RHS) Vantage Care: The City contributes three percent (3%) of the employee's base payroll into the employee's individual RHS Vantage Care account.
Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.
Professional Development: Employees are eligible to receive six hundred dollars ($600) in professional development funds.
Doctorate Degree Pay: 2.5% of base salary.
Master's Degree Incentive Pay: 2.5% of base salary.
Bilingual Pay: 2.5% of base salary.
Continuous Service Pay: Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary. Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary. Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
Term Life Insurance: At one and one half percent (1.5%) times annual salary, plus $5,000.
Computer Loan Program: The City agrees to offer regular employees the opportunity for a no-interest loan up to $2,500 for the purchase of a personal computer.
