Responsibilities
Activities include obtaining, analyzing, and evaluating complex textual and/or quantitative information in order to make comparisons among alternatives or to make recommendations for corrections or improvements in processes, operations, or policies
Organizes, directs, coordinates planning and production of all contract activities
Interfaces with client management including the Contracting Officer and the Contracting Officer's Representative (COR)
Recruit personnel necessary to perform assigned tasks
Establishes and alters (as necessary) program organization to provide effective contract support
Assigns, schedules, and provides quality assurance of project team deliverable
Ensures conformance to task specifications and contract provisions
Provide on-site support to meet program and project management and planning and analysis responsibilities, which shall include: monitoring, analyzing and tracking the specifics of Command program and project progress, identifying problems and challenges and recommending and supporting the implementation of solutions to ensure project completion
Prepare and submit Monthly Status Reports (MSRs)
Provide management support to include supporting the development and completion of reports, Command presentations/other deliverables and supporting the execution of day-to-day management procedures and priorities
Work closely with NSWC IHEODTD staff to analyze business operations and workload trends, identify strategic planning recommendations and priorities, and document planning progress and goals regarding Command programs, workload, and strategic planning
Qualification
Required
US Citizenship
Active Secret Clearance
Master degree in management, business, or accounting discipline from an accredited college or university
Ten (10) years professional experience
Must have knowledge of Department of Defense (DoD) policies and directives
Experience to include at least six (6) years of relevant experience in the management and control of budgets, personnel, and material resources for contracts of this type and complexity
Experience with automated systems to include database maintenance and ad hoc reporting
Must have ability to analyze and prepare documentation and possess the ability to identify and resolve complex problems
