Design and Construction Procurement Manager - Office of the City Engineer
The City of Phoenix is currently seeking a Procurement Manager for the Design and Construction Procurement Team. The role involves overseeing the procurement process for hiring Engineers, Architects, and Contractors for various City departments to support significant Capital Improvement Programs.

Responsibilities
Managing the design and construction procurement activities of the City under direction from the Special Projects Administrator including supervising Contract Specialist I's and II's
Establish priorities, assign workload, and assist with sensitive and complex procurements
Interpret and review contracts for accuracy and changes prior to execution
Ensure Citywide and client department contracts are renewed or executed by established deadlines
Respond to bid protests in conjunction with Law and City Engineer
Qualification
Required
Four years of experience, two of which involved supervising the procurement activities of a high-volume governmental procurement section including experience in contract administration and contract writing
Bachelor's degree in business or public administration, engineering, science, or a related field
Or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record
Preferred
Professional certifications that pertain to Capital Improvement Project Procurement, are desired
Experience in/with Title 34 procurement standards
Conducting technical reviews
Supervising procurement activities
Serving as a client department liaison
Contract administration and contract writing
Providing professional-level customer service
Creating and facilitating meeting presentations
Developing and training a multi-disciplinary team
Managing complex programs and projects with staff
Engaging with internal and external stakeholders
Project management best practices and principles
