Asset Manager Diagnostic Equipment (Program Manager I)
Mission Support and Test Services, LLC (MSTS) manages the Nevada National Security Site and is seeking an experienced Asset Manager to support lifecycle maintenance for advanced diagnostic equipment. The role involves leading asset management strategies and collaborating with cross-functional teams to ensure operational reliability and compliance with regulatory requirements.

Responsibilities
Lead the strategic development and implementation of a systems-based asset management framework for the NNSS in collaboration with our partner laboratories (LANL, LLNL, SNL) to ensure the long-term reliability and availability of critical diagnostic equipment for stockpile mission work
Oversee and integrate the efforts of cross-functional teams, including the Maximo team, engineering, operations, and maintenance, to ensure cohesive and consistent application of asset management strategies and tools across the NNSS and partner sites
Establish and govern the program-level asset management plans for all diagnostic equipment, ensuring alignment with organizational strategic objectives, budgetary constraints, and performance targets
Oversee the development, implementation, and maintenance of a comprehensive, integrated asset hierarchy within Maximo, ensuring robust data management and reporting capabilities that support program objectives and resource allocation across multiple diagnostics
Synchronize operational and maintenance schedules to balance mission driven deadlines with preventative maintenance needs
Direct and implement the program's reliability engineering initiatives, including comprehensive risk assessments, criticality analysis, FMEA, and the development of overarching maintenance strategies to mitigate operational risks and optimize asset performance across the entire diagnostic portfolio
Oversee materials management including the development of bills of material (BOM), critical spares analysis, and obsolescence management
Collaborate with NNSS Work Control personnel to establish maintenance processes, schedule work, and develop work control documents
Develop, implement, and continuously refine program-wide maintenance strategies (predictive, preventative, reactive, corrective) to achieve optimal balance between operational demands, cost-efficiency, and long-term asset health across all diagnostic platforms
Lead the strategic planning and execution required to achieve and extend the intended operational lifecycles of critical assets like Scorpius and ZEUS, ensuring sustained performance and mission readiness for 30+ years
Hold ultimate accountability for program compliance with regulatory requirements (including ISO 55001), overseeing all corrective action initiatives and driving continuous improvement methodologies across all asset management functions
Assist the Directorate in adherence to ISO 55001 requirements using a graded approach
Qualification
Required
Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience
Demonstrated proficiency with Maximo or a similar enterprise asset management (EAM) system
Experience in change management and fostering a culture of continuous improvement in asset management practices through Lean Manufacturing principles
Knowledge of risk management principles as applied to asset health and operational reliability
Proficiency in data analysis tools and techniques beyond EAM systems
Strong understanding of asset lifecycle management principles, including design, acquisition, operation, maintenance, and disposal
Experience in developing and implementing asset management programs and strategies
Knowledge of reliability-centered maintenance (RCM), preventative maintenance (PM), and predictive maintenance (PdM) methodologies
Working knowledge and demonstrated experience with the implementation of ISO 55001 Requirements
Ability to analyze asset performance data and identify trends to optimize maintenance strategies
Strong communication, interpersonal, and leadership skills to effectively collaborate with various stakeholders
Experience working in a team environment that includes scientists, engineers, technicians, designers, and Craft/maintenance personnel
Proven ability to manage complex projects and deliver results within established timelines
Ability to work under minimal supervision in a dynamic multidisciplinary project environment with simultaneous commitments to performance, cost, and schedule
Experience using standard office software products
Ability to follow written and verbal instructions, work independently, and work as part of a team
Ability to execute work in a disciplined manner to demonstrate compliance with laws, codes, orders, and NNSS policies and procedures
Must possess a valid driver's license
Pre-placement physical examination, which includes a drug screen, is required
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications
Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance
Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age
Preferred
Preferred degrees include engineering, business administration, and supply chain management
Master's degree in a relevant field preferred
Some experience with Root Cause Analysis and/or Failure Mode and Effects Analysis (FMEA) would be beneficial to facilitate investigations into non-conforming events
Experience with accelerator facilities, research infrastructure, or other highly specialized scientific equipment highly desirable
Professional certification in asset management (e.g., Certified Asset Management Professional - CAMP, Certified Maintenance & Reliability Professional - CMRP), preferred
Familiarity with Department of Energy (DOE) regulations and requirements related to asset management and facility operations a plus
