Senior Project Manager Subcontractor Technical Representative (STR)

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site for the U.S. National Nuclear Security Administration. The Senior Project Manager will serve as a Subcontractor Technical Representative, overseeing subcontractor performance and ensuring compliance with contractual obligations throughout the project lifecycle.

Responsibilities

Monitor and inspect the subcontractor's quality of work: Manage small projects (<$5M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing)
Work with the Responsible Manager or Project Manager and relevant support organizations to develop STR oversight requirements Work Plan based on deliverables and exhibits in the Subcontract scope of work
Coordinate project activities with affected building tenants and facility managers
Establish and maintain a STR file to maintain relevant records and documents
Regularly monitor Subcontractor performance and progress, communicating with Subcontractor project management personnel and providing feedback regarding performance and progress. Ensure that work is performed in accordance with subcontract requirements
Approve submittals as specified in the procurement documents
Accept conforming work and deliverables and ensure hold and test points are properly performed and approved in work packages before moving ahead with construction activities
Respond to requests for information on technical/performance matters
Coordinate resolution of deviations and nonconformance's to the scope of work
Coordinate release and return of Government Furnished Property to subcontractor in accordance with Subcontract provisions
Coordinate the onboarding (badging and training) for subcontractor employees
Perform reporting of any safety or security infractions by subcontractor while work is being performed
Review and approve invoices to ensure that they are in accordance with subcontract requirements
Ensure any issues or nonconformance's with technical requirements are documented and reported to the Procurement Representative and Subcontractor, and are resolved before subcontract closeout

Required

Bachelor's degree in a related field or equivalent training and experience and at least 5 years' related professional experience
Previous project management experience and responsibilities should include: Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases; Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints; Maintaining satisfaction of stakeholders with differing needs and expectations; Managing communications between project stakeholders and team members; Identifying and complying with project requirements in development of products and deliverables; Managing the project team in successfully achieving project scope, schedule, and cost objectives
Support the project team in successfully achieving project scope, schedule, and cost objectives
Critical Thinking & Problem solving: Evaluate alternatives and identifies solutions using systematic, multi-step approaches
Decision-Making: Demonstrate effective decision-making skills, including knowledge of how and when to escalate issued to higher levels. Analyze the risks and further impacts
The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada)
Work schedule will be Monday - Thursday, 4/10's (subject to change)
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing
Must have a valid driver's license
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications
Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance
Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment
In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age
