Chief Information Officer

The Investment Company Institute (ICI) is the leading association representing regulated investment funds in the United States. The Chief Information Officer (CIO) will lead the IT strategy and operations, ensuring efficient project management and collaboration across the organization while overseeing IT security and application development.

Responsibilities

Develops and leads the overall IT strategy and day-to-day operations in a Hybrid Microsoft Cloud/On-Prem environment
Partners with appropriate Institute stakeholders to recommend technology and information security strategies and manages the delivery of technology needed to support Institute activities and initiatives
Implements new technologies across ICI to increase efficiency and cost effectiveness including use of AI tools in accordance with Institute policies
Collaborates with leaders and staff across ICI to support end-users, monitor and report progress on IT project management and coordinate training on new and existing systems
Analyzes and synthesizes complex business needs presented by various Institute departments and recommends appropriate technology solutions for all
Responsible for IT security operations including endpoint detection and response, application security, network security, vulnerability management, data loss prevention, encryption, identity and access management, intrusion detection, configuration management and monitoring
Collaborates with COO and CISO to develop, implement and maintain new IT governance framework and processes that ensure appropriate stakeholder engagement on business requirements, IT project management discipline and transparency by reporting progress on key technology project milestones
Partners with COO and CISO to develop and support information security program, policies, controls, and cyber incident preparedness and response
Teams with COO and CISO to develop and maintain IT policies, standards, guidelines and physical and logical security measures to provide 'high availability' and secure environments to meet availability, performance and security requirements for internal staff and ICI member technology requirements
Ensures all technology practices comply with industry best practice including standards to complete and maintain technology components of American Institute of Certified Public Accountants (AICPA) Service Organization Controls (SOC 2-Type 2) report based on Trust Services Criteria (TSC)
Directly manages internal and external security assessments with outside security experts, ISO 27001 and SOC 2 reviews, and ICI membership System Information Gathering (SIG) requests
Oversees all infrastructure designs and application changes to ensure security focus is maintained
Directly oversees all system security reviews with outside vendors
Oversees network operations, including data center physical operations, operating systems, network operations, and remote work operations
Manages vendor agreements and contracts with key external vendors that provide managed services, IT maintenance and support services
Designs and maintains a resilient and secure hybrid computing strategy to encompass SaaS applications and ICI developed applications in accordance with policies and business requirements
Responsible for the consistent execution of IT change management processes for all application and infrastructure updates to headquarters, global operations, and the business continuity site (BCS)
Directly manages all IT business continuity/disaster recovery efforts at the BCS. Ensures all files and databases are thoroughly replicated to the BCS. Manages changes at HQ and the BCS to ensure continuity
Working closely with the COO, develops the annual budgeting and forecasting for the Institute’s technology systems
Oversees the purchase of all systems supplies, hardware, and software, and negotiates contracts under a purchase order system within approved budget guidelines
Manages, provides guidance, feedback, and support to the Director, Information Technology for software development projects and infrastructure projects to include identifying system architectures, project dependencies, implementation timelines, system testing, and maintenance strategies to meet all deliverables and maintain capabilities consistent with the Institute’s growth
Manages, provides direct guidance, feedback, and support to the Director, Systems Support & Operations for end user support services, including help desk services, project management, and training activities
Manages, provides guidance, feedback, and support to the Director, Electronic Data Collection for data collection operations with members, secure data transmissions with members, data preparations for the Research department, survey website design and administration, and business continuity operations for data collection
Coordinates with Director, Office Services and Onsite Meetings to maintain onsite AV systems

Required

Bachelor's degree preferred; minimum 10 years or more experience in Information Systems management or an equivalent combination of related education and experience
Proven record of effective project management in delivering services across software development, system and network growth and administration along with end-user support and training services
Strong experience in building, leading, and supporting staff in a department
Experience in the management of both the operating and application software functions in a comparably sized professional service organization with a similarly complex environment is preferred
Broad information technology perspective with ten or more years' experience on a variety of hardware platforms and technical architectures to include client/server applications development, testing and deployment and exposure to multi-tier, distributed environments
Experience evaluating, selecting, negotiating and implementing hardware and software products along with third-party services
Prior experience in the development and management of the annual technology capital and operating budget
General understanding of the financial services industry a plus
Demonstrated ability to manage IT staff, including high-level technical experts
Ability to manage a hybrid on-prem/cloud environment
Experience supporting an Office 365 SaaS environment
Ability to evaluate and manage complex projects on a timely basis within budget constraints
Ability to provide effective daily management and leadership, promote team participation, and continued staff development
Strong collaboration, meeting facilitation and consensus building skills
Excellent oral and written communication skills including the ability to deal effectively with management, technical staff and non-technical end users; ability to make effective presentations to a wide array of audiences, i.e., association members, senior management, external vendors, primary system sponsors along with non-technical end-uses
Ability to maintain a high degree of responsiveness, flexibility and sense of urgency in the delivery of IT services to all Institute departments
A broad knowledge of current information technology solutions, including desktop management, software development environments, LAN/WAN technologies, cloud, on-premises, and hybrid architectures, and a thorough knowledge of Unix and Microsoft operating systems and an understanding of how to effectively integrate these environments
In depth knowledge of a “high availability” computing environment across multiple physical locations
Solid knowledge of cloud computing as it relates to SaaS and in-house developed applications
Thorough understanding of systems security issues, capacity planning, system reliability and the software system life cycle
Previous involvement with or knowledge of a trade association's responsibilities and purposes for the members it serves a plus
