Contract Utility Compliance Specialist / Development Services / Code Compliance #9053
City of Cape Coral is seeking a Contract Utility Compliance Specialist to support the Code Compliance Division and Utilities. This role involves investigating watering violations, issuing notices of violation, and preparing cases for judicial processes while acting as a public information resource.

Responsibilities
Providing support and specialized enforcement for the Code Compliance Division and Utilities
Performing research, investigative, enforcement, and follow up duties on watering violations for the City
Issuing notices of violation citations for non-compliance, and preparing and processing cases for special magistrate hearings and court
Acting as a public information resource
Investigating complaints of public utility service operations; resolving complaints between customers and utility management
Performing related work as required
Working early morning and late night shifts, and flexible schedules as needed to address watering violations
Reporting to work per assigned schedule
Operating a motor vehicle in performance of assigned tasks
Issuing proactive and reactive Notices of Violation to both the public and private sectors regarding watering violations
Performing research and investigative work in determining extent of violation and non-compliance, and in preparing cases for judicial process; attending court cases for the purpose of testifying as directed
Prosecuting cases before the Special Master at Code Enforcement Hearings
Investigating complaints regarding watering violations
Preparing and maintaining reports and records regarding activities, i.e., case files, trip logs, incident reports, warning tickets, citations, affidavits, statements, license reports, etc
Responding to citizen inquiries both orally and in writing
Obtaining, correlating, preserving, and identifying evidence for presentation to various courts and boards
Attending public meetings and seminars and various other meetings with contractors, other departments, and building owners as directed
Performing related work as required
Operating a motor vehicle in performance of assigned tasks
Qualification
Required
High school diploma or GED required
One (1) year vocational or work experience in investigation, inspection, or gathering evidence
Ability to compare and/or judge observable characteristics of structures, licenses, and evidence
Ability to speak and/or signal people to convey or exchange information
Ability to read a variety of materials relevant to municipal policy, procedure, and ordinance
Ability to communicate with individuals from a broad array of backgrounds
Ability to apply principles of rational systems and influence; solve practical problems
Ability to record and deliver information, explain procedures, issue and follow oral and written instructions
Ability to add, subtract, multiply, and divide; calculate decimals and percentages
Ability to inspect items for proper length, width and shape, and visually read various information
Ability to coordinate hands and eyes in utilizing modern office equipment
Moderate levels of eye/hand/foot coordination
Ability to differentiate between colors and shades of color
Ability to deal with people beyond giving and receiving instructions
Ability to perform under stress and when confronted with enforcement situations
Ability to talk and hear
Tasks may require some unassisted lifting, carrying, pushing and/or pulling of moderately heavy objects up to 50 pounds
Tasks may require prolonged periods of visual concentration
Tasks may require exposure to extreme heat/cold or extreme weather conditions
Tasks may require exposure to wetness, humidity, and dust
Tasks may require infrequent exposure to violence
