CIVILIAN PERSONNEL PROGRAM SPECIALIST

USAJOBS is seeking a Civilian Personnel Program Specialist to serve the 53d Wing. The primary purpose of this position is to plan, develop, and carry out analytical and evaluative advisory services related to civilian personnel programs.

Responsibilities

Administers a wide variety of Civilian Personnel services to the 53d Wing, to include 64 units at 18 CONUS locations covered by four MAJCOMS (ACC, AFGSC, AFSPC, and AFMC). Advises organization commanders, supervisors, and staff personnel on the functions and capabilities of the program, to include recruitment processes, retention programs, and sustainment of federal employees
Establishes, defines, and implements requirements for the 53d Wing Civilian Personnel program to ensure operations are in line with regulatory requirements, support goals, and mission requirements. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements
Provides recruitment and placement services to 53d Wing units serviced by numerous Host Base Civilian Personnel Offices. The units are complex and dynamic, have a wide range of professional, scientific, administrative, and highly technical positions and are geographically separated
Initiates/Develops special requests related to the 53d Wing civilian personnel program. Advises managers in strategic planning, and identifies immediate and long-range program needs
Oversees and executes special projects related to the 53d Wing civilian personnel program. Reviews all requirements/taskings from MAJCOMs/Host Bases

This position is subject to provisions of the DoD Priority Placement Program
Work may require extensive travel away from the normal duty station on military or commercial aircraft
The work requires the incumbent to obtain and maintain a Secret security clearance as a condition of employment
Work may be required outside normal duties, i.e., overtime on weekends and/or evenings
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems
Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of AF, multiple MAJCOMs, multiple host bases, and 53d Wing mission to support civilian human resources program administration
Knowledge of the laws, regulations, principles, and practices of federal civilian personnel program administration
Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues
Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work
Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings
