Program Manager (USA Staffing)

USAJOBS is seeking a Program Manager for the USA Staffing program within the Human Resources Solutions (HRS) at the Federal Staffing Center. In this role, you will oversee the USA Staffing Talent Acquisition System, ensuring it meets the needs of over 100 agencies for recruiting and onboarding Federal talent.

Responsibilities

Shape the long-term vision for the USA Staffing program using awareness of innovations in human resources applications and technology
Oversee multiple Branch supervisors and set priorities for functional areas including product development and account management
Evaluate the effectiveness of USA Staffing in meeting Administration and agency priorities through program reviews, program metrics and trends, customer satisfaction surveys, and site visits
Increase adoption of USA Staffing features and promote reimbursable human resources products and services across government
Monitor revenue and expenses to ensure program sustainability

Required

Must be a U.S. Citizen or National
Males born after 12-31-59 must be registered for Selective Service
Suitable for Federal employment, determined by a background investigation
May be required to successfully complete a probationary period
Complete the initial online assessment and USA Hire Assessment
One year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-14 grade level
Specialized experience must include ALL of the following: Leading Human Resources Information Technology (HRIT) projects/programs to support the Talent Acquisition Human Capital Management function; Establishing program objectives and performance goals for subordinate staff; Managing Talent Acquisition shared service business activities using knowledge of internal and external policies, practices, and procedures; Increasing user adoption of Federal HRIT Talent Acquisition platform features
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement
