Lead HR Specialist (HR Development)
USAJOBS is seeking a Lead HR Specialist in the WHS Human Resources Directorate. The role involves leading other specialists in delivering research, analysis, evaluation, and development of complex Human Resource Development functions.

Responsibilities
Communicate assignments, organizations strategic plan, mission, vision and values to the team, coach team members, and identify, balance, and distribute workload
Monitor and report status and progress of work
Prepare reports and maintain records of work accomplishments
Identify training needs and train team members; approve emergency leave for up to three days and eight hours or less for medical appointments; and provide input/recommendations on actions such as: performance evaluations, reassignments, and promotions
Coordinate problem issues with the supervisor and provide recommendations for resolution

Males born after 12-31-59 must be registered or exempt from Selective Service
May be required to successfully complete a probationary/trial period
Must be determined suitable for federal employment
Required to participate in the direct deposit program
This position is subject to pre-employment and random drug testing
This position is subject to the DoD Priority Placement Program
This position requires you to obtain and maintain a Secret security clearance
This position may require occasional travel away from your normal duty station on military or commercial aircraft
This position may require you to work other than normal hours, which may include evenings, weekends, and/or holidays and/or overtime
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to conduct complex and high priority special assignments, involving extensive research and fact-finding to develop position and issue papers on a wide range of Human Resources Development subjects of extreme importance to the Chief, Human Resources Officer and Chief Learning Officer
Develop processes for defining strategic objectives and integrate them in the program reviews
Develop and design training curriculum in support of coach training initiatives
Establish and monitor success metrics for both individual coaching engagements and overall program effectiveness, using feedback, outcomes and data to inform enhancements
