Supervisory Contract Specialist (DETAIL/TEMP PROMOTION NTE 1 YEAR)
USAJOBS is seeking a Supervisory Contract Specialist for the Farm Production and Conservation (FPAC) Business Center, Acquisitions Division. The incumbent will serve as the Section Chief, responsible for providing leadership, management, evaluation, and technical direction to subordinate staff.

Responsibilities
Provides oversight and review of innovative acquisition solutions; analyzes and provides an evaluation of current projects, budget, resources, organization, etc
Provides comprehensive, programmatic advice and assistance in the management of financial and personnel resources within section
Performs the full range of management and supervisory responsibilities required of a first line supervisor
Represents the organization at meetings, conferences and work groups consisting of internal and external customers which may include high level working groups composed of managerial and policy making representatives

Qualification
Required
You must be a US Citizen or US National
Males born after 12/31/1959 must be Selective Service registered or exempt
Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one-year probationary period, unless previously served
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
Successfully pass the E-Verify employment verification check
Subject to one year supervisory probationary period unless prior service is creditable
Required to submit Confidential Financial Disclosure Report Form OGE-450 within 30 days of your initial appointment date, and annually thereafter
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions
At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service
Specialized experience is defined as: Serving as a subject matter expert in the interpretation and instructions on a wide range of procurement regulations, contracting laws and policies, including techniques of contracting operations and contracting requirements
Responsible for pre-award and / or post-award functions and all aspects of contracting transactions from initiation to recommendation of award
Evidence of recognizing problems/problem areas and providing solutions to complex or unusual issues
Represent the organizational unit or Agency at meetings, conferences, and/or work groups
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
