Responsibilities

You will develop and coordinate quantitative and qualitative foreign military education and training plans in support of assigned countries
You will present reports and briefings to senior leaders and foreign customers on the progress, challenges, and opportunities of the foreign military sales (FMS) program
You will plan foreign military sales (FMS) tasks (e.g., program management reviews, case reconciliation reviews, financial management reviews) to facilitate meeting mission goals
You will provide the leadership necessary to maintain an effective and productive work force and ensures a continuous flow and exchange of information among employees

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Maintaining country training programs in the Defense Security Assistance Management System; 2) Developing policies and procedures for a Foreign Military Sales (FMS) Letter of Offer and Acceptance; 3) Coordinating Foreign Military Sales (FMS) Letter of Offer and Acceptance development in the Defense Security Assistance Management System; 4) Analyzing and assess costs, schedules, and performance to manage various Foreign Military Sales (FMS) Cases throughout specific life cycle; 5) Maintaining direct liaison with the activities to ensure that education and training is properly programmed, scheduled and quotas are available; and 6) Working knowledge of the policies and procedures for developing and managing international education and training programs sponsored through U.S. grant funding (IMET, RDFP, GPOI, Sec. 333, etc.)
