Contract Administrator

Essentia, Inc. is seeking a Contract Administrator to work closely with various stakeholders to manage contracts for federal-funded broadband programs. The role involves ensuring compliance with contract terms, tracking deliverables, and maintaining contract documentation throughout the lifecycle of the projects.

Responsibilities

Support the preparation, review and execution of prime contracts and sub-agreements associated with RUS, ARPA CPF, NTIA and other federal funding streams (engineering, construction, consulting services)
Read and interpret contract terms, ensure contract scope aligns with the approved funding award, and administer required tasks to fulfill those terms
Prepare and issue bid packages to contractors; obtain required contractor documentation; review bidder proposals for accuracy; prepare contracts for execution; manage required submittals to RUS or other agencies when necessary
Review contractor monthly invoices for accuracy; coordinate with field/engineering staff and contractors to reconcile discrepancies; recommend payment to client or funding recipient; calculate and withhold retainage in accordance with contract terms and funding requirements
Track construction units, pre-billed units, owner-furnished materials (OFM), change orders, amendments; maintain contract close-out documentation and ensure all signatures and approvals are obtained
Maintain a complete and searchable contract repository: executed agreements, amendments, invoices, correspondence, change orders, close-out checklists, and audit trails
Ensure compliance with federal funding program requirements (e.g., 2 CFR 200, Buy America/Build America, Davis-Bacon, debarment, etc.) and that contract documentation supports audit readiness
Coordinate across multiple internal functions (legal, finance, engineering, project controls) and external stakeholders (vendors, carriers, funding recipients, state broadband offices) to communicate contract terms, deliverables, and risk issues
Generate periodic contract status dashboards or summaries for leadership: active contracts, upcoming renewals/amendments, outstanding deliverables, risk items, budget vs. contract alignment
Support continuous improvement: suggest enhancements to contract administration workflows, templates, tracking tools or CLM platforms to better manage federally-funded contract portfolios

Required

Associate's or Bachelor's degree in Business Administration, Legal Studies, Contract Management, Telecommunications Management, or related field preferred
Minimum of 2-5 years contract administration experience; telecommunications and/or federal funding (e.g., RUS, ARPA, NTIA) experience strongly preferred
Excellent organization, attention to detail, ability to read and interpret contract terms, identify discrepancies or compliance issues, and follow-through
Strong interpersonal and communication skills: ability to interact with internal teams, clients/funders, contractors/vendors, and external agencies at all levels
Proficiency with Microsoft Office Suite (Outlook, Word, Excel) and comfortable working with document management systems or contract tracking tools
Ability to manage multiple contracts/tasks concurrently, meet deadlines, and perform work both independently and within a team environment

Preferred

Prior experience explicitly supporting federal broadband program contracts (USDA RUS forms, NTIA grant terms, ARPA funding requirements)
Familiarity with outside-plant (OSP) telecommunications contracting (fiber builds, utility/landlord agreements, engineering procurement) as part of broadband network projects
Experience with contract lifecycle management systems (CLM), change-order tracking, subcontractor agreements, and contractor invoice review in the infrastructure or telecom sectors
Certification through National Contract Management Association (NCMA) such as CCMA or CCCM is a plus
