FUSE Executive Fellowship | Designing a Countywide Framework to Optimize Public Health Investments
FUSE is a national nonprofit working to expand social and economic opportunities, particularly for communities that have been limited by a history of systemic and institutionalized racism. The FUSE Executive Fellow will design and pilot a countywide return-on-investment (ROI) framework for Fresno County's public health services, aiming to connect spending to impact and improve data-driven decision-making for equitable resource allocation.
Responsibilities
Conduct a comprehensive listening tour and landscape analysis of existing program and financial data
Review best practices and literature on public health ROI models
Collaborate with stakeholders to develop a robust ROI framework
Pilot test the model to assess cost-effectiveness, outcomes, and scalability
Design and test a comprehensive ROI framework that connects financial investments with population health outcomes
Create models that assess the effectiveness of different service delivery structures
Facilitate knowledge-sharing sessions and capacity-building workshops with DPH staff
Produce a final comprehensive report detailing findings, methodologies, and data templates
Develop a training and implementation plan that enables DPH staff to maintain and adapt the framework across other divisions
Qualification
Required
Experience in public health, data analysis, or a related field
Strong analytical skills and experience with return-on-investment (ROI) methodologies
Ability to conduct comprehensive landscape analyses and stakeholder engagement
Experience in developing frameworks or methodologies for evaluating program effectiveness
Strong communication and facilitation skills to engage with diverse stakeholders
Ability to work collaboratively with various teams, including finance, data analytics, and program evaluation
Experience in producing comprehensive reports and actionable recommendations
Knowledge of maternal and child health programs and related public health issues
Ability to develop training and implementation plans for sustainability
Preferred
Advanced degree in public health, economics, or a related field
Experience working with local government or nonprofit organizations
Familiarity with fiscal tracking tools and data management systems
Experience in capacity-building and knowledge-sharing initiatives
