Responsibilities

Conduct a landscape analysis and listening tour with city staff, state legislators, neighborhood associations, and housing partners
Assess Tulsa’s current enforcement and rehabilitation programs
Evaluate opportunities created by House Bill 2147
Research best practices from other cities
Develop strategic recommendations to streamline legal and enforcement processes
Align housing funds with rehabilitation and preservation goals
Design pilot initiatives to test and refine improvements
Engage departments such as Code Enforcement, City Legal and Legislative Affairs
Gather insights into barriers that affect blight
Conduct a landscape analysis of Tulsa’s existing programs and policies related to vacant and blighted properties
Assess implementation of House Bill 2147
Provide more specific analysis of the impact of existing programs and policies
Design a coordinated strategy to improve how Tulsa identifies, tracks, and addresses blighted properties
Recommend process improvements for enforcement and foreclosure
Design frameworks to unify city property databases
Identify ways partners can support implementation of rehabilitation and blight reduction initiatives
Deliver a strategic roadmap and operational plan that outlines steps for sustaining progress beyond the fellowship

Required

Experience in developing and implementing strategic recommendations
Ability to conduct landscape analysis and listening tours with various stakeholders
Knowledge of enforcement and rehabilitation programs related to blighted properties
Experience in evaluating legislation and its impact on housing and blight reduction
Research skills to identify best practices from other cities
Strong analytical skills to assess existing programs and policies
Ability to engage with diverse community perspectives, particularly historically underserved communities
Experience in designing and implementing pilot initiatives
Skills in developing policy and legal recommendations
Ability to create unified data frameworks for property information
Experience in enhancing rehabilitation and repair programs
Strong project management skills to deliver strategic roadmaps and operational plans
Ability to work collaboratively with city, county, and state partners
