HCS Program Manager
Spectrum of Solutions is dedicated to providing high-quality home and community-based services. The HCS Program Manager is responsible for overseeing the HCS program, ensuring compliance with regulations, and providing leadership to program staff while maintaining relationships with individuals served and their families.
Individual & Family Services
Responsibilities
Oversee the HCS Program and ensure compliance with all local, state, federal, and accreditation requirements
Maintain effective communication and relationships with individuals served and their parents/guardians
Supervise HCS program staff, including performance management, training, and development
Ensure staff compliance with agency policies, procedures, and regulatory standards
Oversee in-home staffing schedules and monitor service delivery trends
Attend and participate in operational and leadership meetings as required
Conduct regular program staff meetings to communicate expectations and initiatives
Assist with program budget preparation and resource planning
Collaborate with internal departments to ensure coordinated services
Perform other duties as assigned
Qualification
Required
Bachelor's degree in Human Services, Social Work, Healthcare Administration, or related field, or equivalent experience
Experience working within Texas HCS or IDD service programs
Supervisory or leadership experience
Strong knowledge of compliance and service delivery standards
Excellent communication, organization, and problem-solving skills
Must pass required background checks and Motor Vehicle Records check
Must pass a drug test
Must have three letters of reference
Required to work hours other than 8 to 5 when needed
Required to work weekends and holidays if needed
Preferred
Experience managing or coordinating an HCS program
Knowledge of Texas HHSC rules and audit processes
Experience with nonprofit or healthcare budgeting
