Responsibilities
As the Subcontract Manager, this position will be responsible for the management of supplier cost, schedule, and technical performance on various complexity levels
Leads multifunctional subcontract management teams
Holds procurement delegation, creates and signs supplier agreements and purchase orders within established authority
Leads the development of subcontract specifications, work statements, and terms and conditions subcontracts in support of development and production contracts
Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity
This position must interact collaboratively within the MDCS supply chain team for radar portfolios and take ownership of material base, sourcing strategy, support production/capture activities, sustainment and spares procurements
This position will Aegis Guam radar subcontracts
Qualification
Required
extensive major subcontract experience
managing major hardware procurements
Preferred
Knowledge of FAR/DFARs and DoD procurement policies and practices
Experience in program execution activities
Ability to multi-task in a dynamic environment
Self-motivated, demonstrated sense of urgency, ownership of tasks and accountable
Strong interpersonal skills and demonstrated communication, negotiation, presentation, and documentation skills
Experience as an SCA/SM responsible for execution of major Subcontractors
Knowledge of P2P and/or MRP
Demonstrated experience leading cross-functional Subcontract/Supplier Management Teams
Risk Management
Ability to develop SOWs
Experienced in proposal execution
Experience issuing RFQ/RFP/RFIs
Demonstrated experience in program startup including program baseline, supplier kickoffs, negotiation, develop domestic and international supplier subcontracts/agreements
