Carroll County Schools is seeking a Director of Human Resources and Employee Services to assist the Assistant Superintendent in managing all human resources functions. Responsibilities

Ensure that students are taught and served by highly qualified/high quality teachers and classified staff
Coordinate with the System Leadership Team to provide assistance with school wide initiatives for the current year
Improve student mastery of curriculum by assisting in the development and implementation of Student Learning Objectives
Ensure that certified staff work effectively with students
Promote professionalism, motivation, and teamwork among certified and classified staff
Assist school and system level administrators with certified and classified personnel issues
Coordinate the Teacher of the Year selection process and ceremony
Coordinate the district employee retirement ceremony
Complete required federal and state reports, surveys, and questionnaires and compile statistical data and analysis for the Human Resources Department
Respond to Open Records requests and other requests to produce documents
Supervise Workers’ Compensation claims by creating light duty job descriptions, helping employees transition back to the “return-to-work status”, and ensuring compliance with physician work status reports
Review criminal history reports for applicants and employees and implement appropriate follow-up measures to make appropriate recommendations for hire or continuation of employment
Conduct and represent the school system in unemployment insurance appeals and Department of Labor unemployment hearings
Serve as a liaison between school system and school board attorney, Professional Standards Commission, Office for Civil Rights, Equal Employment Opportunity Commission, Department of Labor, and other related agencies
Maintain current employee job descriptions/evaluation instruments and prepare an annual employee handbook
Coordinate employee services including the employee assistance program, sick leave pool, employee wellness program, FMLA, and PPL
Recommend personnel actions to the Assistant Superintendent regarding dismissal, hiring, job assignment, leave of absence, and transfer of classified employees
Supervise and evaluate Human Resources personnel
Provide an annual in-service to but not limited to the system leaders and administrators on Teacher and Leader Keys Effectiveness System and GA LEADS that includes the Credential Review/Renewal for all credentialed employees and credentialing of new leaders
Oversee the evaluation process of employee job performance and employee grievance procedure; investigate complaints for certified employees
Coordinate all aspects of the recruitment process and provide technical assistance to administrators in the employee selection process
Attend meetings and conferences pertaining to topics of interest for the Human Resources Department
Perform such other duties and tasks and assume such other responsibilities as may be assigned by the Assistant Superintendent of Human Resources
Adhere to the Code of Ethics for Educators in Georgia
Demonstrate prompt and regular attendance/timelines
Complete assignments and requirements on time and in compliance with directions
Maintain accurate, complete, and appropriate records and file reports promptly
Maintain confidentiality of information and records for students and staff
Communicate effectively with students, peers, administration, parents, and the public
Exhibit pleasant behavior and project a positive image when dealing with students, peers, administration, parents and the public

Required

Minimum of a bachelor's degree in the field of human resources or a related field
Minimum of three years experience in the field of human resources or personnel management (education or business)
Demonstrate high level skills in leadership, interpersonal, public relations, planning, organization, presentation, and implementation of activities with minimum supervision
Such alternatives to the above as the board may find appropriate and acceptable

Preferred

Knowledge of federal, state, and local human resources laws, rules, and regulations
Knowledge of Georgia Professional Standards Commission certification requirements and Code of Ethics for Educators
Experience as a school administrator or central office administrator
Society of Human Resources Management (SHRM) certification
Membership in the Georgia Association of School Personnel Administrators (GASPA)
