Responsibilities

Serves as Supportive Housing Services Program Manager
Manages and implements existing and/or new program policies, procedures, and program objectives/goals, to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual, Grant Accountability and Transparency Act (2 CFR 200/GATA), and Federal Funding Accountability and Transparency Act
Serves as full line supervisor
Translates functions/procedures into Spanish for individuals who cannot speak or read English, with the general public, advocacy groups, customers and community organizations
Reviews, analyzes, and generates written reports regarding proposed and/or existing legislation, statutes, best practices, and/or administrative rules as it relates to Supportive Housing Services
Facilitates routine onsite and/or virtual meetings and/or training sessions with grantees and other pertinent internal and external stakeholders to discuss and share information about effective contract compliance, program design, delivery (e.g., monitoring, programmatic, and fiscal policies, procedures, schedules)
Creates, monitors, maintains, implements, and/or resolves issues associated with required data systems to access, generate, and disseminate data and documentation for internal and external entities regarding Contract Monitoring Unit programs
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

Required

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in a social or human services field
Requires prior experience equivalent to three (3) years of progressively responsible supportive housing experience in a health or human services organization
Requires the ability to speak, read and write Spanish at a colloquial skill level

Preferred

Four (4) years of professional work experience managing permanent and supportive housing programs/services in a private or public organization, utilizing state and federal housing policies, procedures, regulations, compliance requirements, budget development and implementation, programmatic monitoring, and funding/grantmaking processes (e.g., GATA, 2 CFR 200, or similar requirements)
Four (4) years of professional work experience managing, gathering, reporting, and analyzing multifaceted permanent and supportive housing service data/information associated with programmatic, fiscal, and administrative monitoring review results to promote the development and maintenance of person-centered, equitable, diverse, inclusive, and accessible permanent and supportive housing programs and services that align with national best practices and standards
Three (3) years of professional work experience involving strategic project management, critical thinking, strong attention to detail, problem-solving skills, and the ability to develop written and statistical reports for various stakeholders that convey complex information about permanent and supportive housing services in a clear, concise, and grammatically correct manner within specified timeframes and formats, using Power BI, Business Objects, Microsoft Office Suite, graphs, charts, and/or maps (e.g., two-dimensional or Aeronautical Reconnaissance Coverage Geographic Information System)
Three (3) years of professional work experience collaborating with internal and external stakeholders (e.g., vendors/grantees, state/federal governmental entities) to foster and maintain positive relationships, provide technical assistance/support, and identify and resolve fiscal, contract, or programmatic issues reflected in Notices of Violation, including the development and implementation of comprehensive Corrective Action Plans that meet state/federal mandates
Two (2) years of professional work experience supervising subordinate staff at a public or private organization, including assigning/reviewing work products, providing guidance/training, counseling, reassigning work assignments, approving time off, adjusting first-level grievances, imposing discipline, preparing/signing performance evaluations, and facilitating a continuous learning environment via ongoing staff development, engagement, mentoring, and coaching
Two (2) years of professional work experience arranging and facilitating routine onsite and/or virtual meetings, workgroups, and formal training sessions with grantees and other pertinent internal and external stakeholders, with the ability to discuss and share information about the organization's Strategic Plan, effective and mandated contract compliance, program design, and service delivery, including topics such as contract monitoring and programmatic and fiscal policies, procedures, and schedules
