Recovery Audit Contract Project Manager
Texas Health and Human Services Commission (HHSC) is dedicated to positively impacting the lives of Texans. They are seeking a Recovery Audit Contract Project Manager to oversee project management initiatives, ensure successful project execution, and coordinate with various stakeholders.

Responsibilities
Effectively translates legislative and strategic priorities into effective, actionable plans. Coordinates, plans, and evaluates projects using accepted project management methodologies; Oversees the full lifecycle of projects from planning through closeout to ensure successful completion in alignment with the project’s goals and requirements. Defines and documents the project scope, objectives, deliverables, and success measures in collaboration with management; develops comprehensive project plans that identify and sequence activities, allocate resources, assign staff with appropriate skills, and establish realistic schedules, timelines, and milestones. Supports the development and refinement of relevant policies, procedures, and best practices to strengthen future project work. At project close-out, prepares and conducts an evaluation of the overall project execution to highlight project success and/or learn from the experience on the project
Manages project execution by coordinating project activities and regular meetings with a wide variety of stakeholders including but not limited to the RAC team and leadership, other HHS staff, the RAC vendor, providers, and managed care organizations, monitoring project progress through established tracking and reporting systems, evaluating deliverable appropriateness, and preparing periodic status and performance reports. Assists the RAC Director with the development of meeting agendas, talking points, and meeting notes. Conducts professional and courteous stakeholder outreach on behalf of the RAC team, ensuring the provision of excellent customer service. Proactively monitors and manages project milestones and project deliverables to ensure that they are acceptable and align with project goals and requirements
Ensures all project activities and information are accurately documented, securely maintained, and appropriately communicated to RAC leadership and stakeholders. Makes timely adjustments to plans, resources, or schedules as needed to address challenges and keep projects on track. Upon project completion, finalizes all assignments and deliverables, updates project documentation, evaluates outcomes to identify successes and opportunities for improvement, and ensures records are organized and archived for future reference. Coordinates and responds to requests for changes from the original specifications. If a challenge is identified with any part of the project or its deliverables, analyzes the cause and reports results and recommendations to RAC leadership. Develops solutions to project issues and concerns
Assists in the development and documentation of relevant policies and procedures. Performs other duties necessary to achieve the mission of the Office of Inspector General
Qualification
Required
Graduation from an accredited four-year college or university
Minimum of 2 years of experience as a project manager or project coordinator working on large, complex projects required
Knowledge of health and human services programs, functions, and systems
Knowledge of agile project management methodologies, theories and practices applicable to projects of moderate scope; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken
Skill in project management monitoring, addressing changes in scope and budget, and the ability to manage multiple tasks and exhibit flexibility in prioritizing tasks to meet demanding deadlines
Ability to exercise sound judgment in making critical decisions, assign duties and responsibilities, and coordinate the work of project staff
Ability to evaluate problems and propose alternative and innovative solutions
Ability to prepare well-written, objective, concise, well-organized reports and presentations with thoughtful, data-driven recommendations for RAC leadership's consideration
Strong analytical skills with the ability to collect, analyze, organize, and disseminate significant amounts of complex information with attention to detail and accuracy
Skilled in use of office equipment and software i.e., Microsoft Office, Excel, Word, PowerPoint, Project, Visio, etc
Skill in communicating professionally and effectively, both verbally and in writing
Ability to work in teams that may cross functions, departments and/or agencies
Skill in establishing and maintaining collaborative and effective working relationships with all levels of staff and external stakeholders
Preferred
Full-time professional experience working within state, local, or federal government or a public agency is preferred
Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) and/or Scrum/Agile certification preferred
Project Management Professional Certification and/or Scrum/Agile certification preferred
