Responsibilities

Reports directly to the Deputy Associate Administrator for Pipeline Safety and represents the agency with both internal staff and external organizations
Coordinates the testing and implementation of new pipeline safety programs in the field including the sorting of priorities across programs for field implementation
Develops locally tailored strategies for achieving pipeline safety Advocates for experimentation to help sustain a learning organization
Manages the regional office, develops and executes risk-based plans for inspection of pipeline operations in the region
Evaluates and monitors activities of state agencies participating in the federal/state pipeline safety program and recommends changes to improve the program

Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14
Experience implementing technical, engineering, concepts and regulatory requirements as would be found in the pipeline industry
Experience supervising or leading technical and non-technical personnel
Experience communicating effectively with stakeholder groups to be able to achieve the mission of a national pipeline safety program
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence, Oral Communication, Compliance, Human Capital Management
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
