Program Manager Representative / Advanced Planner
AMERICAN SYSTEMS is seeking a Program Manager Representative (PMR) Advanced Planner to coordinate and implement the pre-planning and execution of NAVSEA ship modernization. The role involves collaborating with various stakeholders to ensure the technical accuracy of ship alteration data and supporting planning processes through data analysis and effective communication.

Responsibilities
You will join a large maintenance team working closely with our customer and other AMERICAN SYSTEMS teams to deliver high-quality systems on time and within budget
The PMR Advanced Planner supports NAVSEA 21, Project Managers, and Ship Managers throughout all phases of Advanced Planning for CNO availabilities. Key responsibilities include:
Conduct data analysis for CNO availabilities, monitoring key planning milestones and timeline events crucial to work item development and work package development
Analyze availability data to identify trends, risks, and opportunities to enhance modernization and maintenance planning processes. Provide solutions to overcome bottlenecks and missed progress milestones
Develop and maintain metrics assessing planning progress, readiness for execution, and alteration accomplishment
Maintain clear and effective communication channels between SEA 21 leadership, SPMs/PMs, Regional Maintenance Centers, Planning Yards, contractors, and ship’s force
Provide time-based reports to headquarters on the status and percentage of GFI (Government-Furnished Information) deliverables received from all stakeholders. Create and maintain Milestone Compliance spreadsheets
Liaise during availability planning phases to identify issues early and facilitate timely resolution
Assist NSA RMCs, Planning Yards, and Waterfront Teams by mitigating challenges impacting work specification development and Government-Furnished Material (GFM) delivery timelines
Support the Project Manager in developing, reviewing, and finalizing detailed work specifications and maintenance plans per technical requirements
Ensure all work packaging and publishing processes meet program standards, timelines, and contract requirements with accuracy and completeness
Demonstrate superior writing and presentation skills for briefings, reports, and analytical papers
Adhere to all security procedures in the performance of duties
Provide direction, training, and assistance to other PMR support as an expert in your specific field
Perform additional tasks and responsibilities as assigned by the lead Program Manager Representative
Qualification
Required
Active DoD Govt Issued Secret Clearance
Bachelor's Degree plus 6 years directly relevant work experience
Educational requirements may be adjusted or waived for candidates with more than 10 years of applicable work experience
Preferred
Strong analytical skills, including process mapping, risk analysis, and quality assurance tools
Strong understanding of the Navy's Maintenance Figure of Merit (MFOM) program, its maintenance tracking and reporting capabilities, and generation of reports from the same
Prior experience at TYCOM or other ISIC command in the N4/N6 Maintenance organizations
Proficiency in the use of DoN databases, including NDE, NMD-R and SMDII; including experience in creating Availability packages; writing and reviewing Work Specifications; writing and reviewing Requests for Contract Change (RCC)
Computer literacy and proficiency in Microsoft applications including MS SharePoint and MS Planner
Excellent communication, interpersonal, and presentation skills
