Program Manager (USA Staffing)

The U.S. Office of Personnel Management (OPM) is responsible for leading Federal agencies in workforce policies and programs. The Program Manager for the USA Staffing program will oversee the Talent Acquisition System used by over 100 agencies, focusing on program effectiveness, user adoption, and sustainability.

Responsibilities

Shape the long-term vision for the USA Staffing program using awareness of innovations in human resources applications and technology
Oversee multiple Branch supervisors and set priorities for functional areas including product development and account management
Evaluate the effectiveness of USA Staffing in meeting Administration and agency priorities through program reviews, program metrics and trends, customer satisfaction surveys, and site visits
Increase adoption of USA Staffing features and promote reimbursable human resources products and services across government
Monitor revenue and expenses to ensure program sustainability

Must be a U.S. Citizen or National
Males born after 12-31-59 must be registered for Selective Service
Suitable for Federal employment, determined by a background investigation
May be required to successfully complete a probationary period

This position is not eligible for inclusion in a bargaining unit
One year of specialized experience is equivalent to 12 months at 40 hours per week
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience
SPECIALIZED EXPERIENCE for the GS-15: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-14 grade level
Specialized experience for this position must include ALL of the following: Leading Human Resources Information Technology (HRIT) projects/programs to support the Talent Acquisition Human Capital Management function; Establishing program objectives and performance goals for subordinate staff; Managing Talent Acquisition shared service business activities using knowledge of internal and external policies, practices, and procedures; and Increasing user adoption of Federal HRIT Talent Acquisition platform features
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F
One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
You will receive credit for all qualifying experience, including volunteer experience
