The Minnesota Department of Administration is seeking a MMCAP GLN Data Analyst to provide lead technical support to the Knowledge and Financial Management Team. The role involves coordinating data set exchanges, facilitating communication between MMCAP, vendors, and stakeholders, and ensuring data integrity through quality assurance processes.

Responsibilities

Provide lead technical support to the Knowledge and Financial Management (KFM) Team
Coordinate data set exchanges
Facilitate communication between MMCAP, vendors, and stakeholders
Perform quality assurance to identify process gaps and ensure data integrity
Translate data needs into system requirements by creating technical documentation

Required

Two (2) years of experience performing relational database work, which may include, but is not limited to, database planning and designing, quality assurance/data integrity, data analysis, and database software tools and business intelligence
A Bachelor's degree in computer science/management, information science, business, economics, mathematics, or a closely related field of study may be substituted for one (1) year of experience as described
An Associate's degree as specified may be substituted for six (6) months of experience as described
Technical skills and experience using database query tools and building custom SQL queries
Experience and demonstrated quality assurance testing methodologies
Advanced skills with Microsoft Office Suite with special emphasis on data analysis, data reporting, data visualization, project management, and training
Ability to develop procedural documentation, creating user manuals, or other related technical writing
Ability to understand the impacts of system changes on a wide range of users
Strong interpersonal and human relations skills to establish and maintain positive and effective working relationships with all levels of the organization

Preferred

Bachelor's degree or higher in computer science/management, information science, business, economics, mathematics, or a closely related field of study
Experience with Microsoft Office Suite that includes, but is not limited to, Excel, Word, PowerPoint, Teams, Access, Schedule, Outlook, and SharePoint
Technical skills that include, but is not limited to, Transact-SQL queries, Microsoft Visual Studio, Microsoft SL Server Management Studio, and Crystal Reports
Experience navigating complex data flows (retrieval, manipulation, and delivery) from multiple disparate sources in order to develop comprehensive test cases and supporting test data
Experience in a Group Purchasing Organization (GPO) industry
Knowledge of the pharmaceutical or medical supply industry sufficient to establish appropriate levels of testing, ensure quality data, data/reporting delivery mechanisms, and how data impacts organizational decision-making
