Veterans Service Officer
The Town of Natick Community Services Department is seeking a highly motivated and qualified United States Veteran for the role of Veterans Service Officer. This position involves providing outreach services to veterans, assisting them with applications for benefits, and coordinating community observances.

Responsibilities
Outreach services to veterans to educate them on the benefits and services available to them
Assists veterans in preparing applications for assistance; interviews veterans and dependents and directs them to appropriate services and agencies available to them; and makes determinations as to the amount of aid to be allowed in each case, based on eligibility and state guidelines and standards
Reviews the financial, employment, medical and related conditions of veterans and their dependents to determine the extent of requested assistance, arranges for aid for veterans with employment offices, schools, hospitals and other agencies; and represents veterans and dependents at hearings before appeal boards adjudicating veterans' aid and pension matters
Takes applications for the Chapter 115 Veterans benefits program, determines eligibility and submit applications for authorization to the state
Assist veterans and their dependents with the preparation and follow-up of applications and claims for State and Federal benefits, track the progress of claims, and assist with appeals as needed
Coordinates assistance efforts with other social service staff in the Town and other local, state and federal public and private agencies as appropriate to ensure comprehensive delivery of the widest possible range of available services to meet the needs of the veteran and their dependents and family
Serve as Burial Agent and Graves Registration Officer for the purpose of securing burial allowances and grave markers, and for maintaining records of all veterans interred in the community; perform necessary administrative services, including the filing of periodic and special reports; and maintain records and correspondence
Coordinate, organize, and participate in veteran observances, including Memorial Day and Veterans Day
Purchase and coordinate the placement of over 4,000 veterans' grave flags for cemeteries in Natick
Prepare reports and administer the Veterans Services operation budget
Use computer software programs such as email, and online submission sites for claims
Attends seminars and training programs to maintain proficiency, stay current on legislation and maintain all required certifications
Attends meetings with local veteran organizations, often outside of normal business hours
Qualification
Required
Must be an honorably discharged U.S. Veteran as defined by the state laws
Duties require two (2) years experience in eligibility processing, document review, or a related field and extensive knowledge of current laws, regulations and community resources
Duties require knowledge of veterans' affairs and laws pertaining to the disabled population, and training and experience in counseling or social services
Successful completion of the Massachusetts Department of Veterans' Services annual training certification exam within six months of appointment and annually every three years thereafter
Must complete Veterans Administration accreditation within one (1) year of appointment
Working knowledge of State and Federal laws and administrative regulations relating to financial and other assistance and benefits for veterans and dependents
Working knowledge of community and regional resources and agencies available to veterans
Ability to establish and maintain financial and other records
Ability to prioritize and carry out work independently
Ability to use Google Suite, Google email, Microsoft Word, Excel, and VA software systems
Ability to drive or obtain transportation to various locations
Ability to establish and maintain harmonious working relationships with others
Ability to read and understand Department of Defense forms and Discharge papers
Ability to communicate clearly and effectively both orally and in writing
The ability is required to lift up to 30 pounds
Preferred
Preferred candidate will have an Associate's degree in social services, human services, public or business administration
Experience in municipal management preferred
