Income Maintenance Program Manager

Responsibilities

Providing direction and leadership and overall management of all Income Maintenance programs, and Program Integrity including managing supervisors of each respective program
Ensuring consistency in planning, evaluating, implementation and delivery of services to clients
Arranging and scheduling and coordinating supervisory training
Assisting with formulation and implementation of long-range goals for the agency
Forecasting budgetary requirements and assisting in the budgetary planning process
Monitoring administrative practices and recommending improvements in administrative practices as necessary
Surveying media releases to ensure accurate information from DSS is released to the public
Planning and the implementation of special projects
Holding regularly scheduled meetings with supervisors to formulate and implement goals for the income maintenance units
Maintaining effective professional liaisons with other public and private agencies, including businesses and industries
Representing DSS on local, regional, and State committees
Monitoring and reviewing work of supervisors to ensure timeliness in meeting deadlines
Scheduling Community Outreach activities and collaborating with other agencies (including churches and civic organizations) to improve access to community resources
Assisting Compliance/Training supervisor with training and orientation for all new employees
Participating in the selection and appraisal process of supervisors and assisting supervisors with the selection and appraisal of staff as necessary
Monitoring supervisors for detection of extreme stress and burnout and making appropriate recommendations for minimizing stressful conditions
Developing and monitoring implementation of Corrective Action Plans when units are performing below acceptable standards
Evaluating and monitoring expenditures of each unit and making recommendations for fiscal conservatism
Resolving informal complaints and grievances as well as making recommendations for more formal administrative procedures in the absence of satisfactory resolution
Planning day to day operation, immediate needs assessments and long-range goals
Directing the day-to-day operations of the units assigned
Having individual scheduled conference with each supervisor with a set agenda to stay abreast of the accomplishments the needs and the problems in each unit
Playing a key role in the organizing and development of the overall agency work plan
Being a member of local committees that address issues pertinent to the population served by the agency and coordinating Department of Social Services with those of other agencies for the benefit of all concerned
Being involved daily with the overall operation of the agency
Considering needs of the department from the budgetary standpoint and determining priorities for budget request to the Assistant Director
Reviewing work of all the units assigned to this position
Looking at staffing patterns in all units to ensure that the workload is equally distributed and plan for the best utilization of staff to effectively deliver services to the citizens of the county
Developing the overall organization and work structure of the Income Maintenance program and directing the development of standards, organization and workflow of the programs supervised
Assessing individual and unit training needs and ensuring the adequate programmatic training is provided to income maintenance staff
Providing counseling to unit supervisors to enable them to develop a positive attitude which is conducive to maximum job performance, understand the process of the supervisee's development and manage the supervisee in a constructive, positive manner, recognize the influence of personal, professional, agency and community values and its impact on job performance, resolve value conflicts positively in order that the clients are served, and the purpose of the agency is fulfilled, fully understand the issues of employment of staff and the process of corrective action and disciplinary action, in order that the rights and responsibilities of the employee and the agency are recognized and protected, develop and use opportunities for expression and exchange of ideas in order to improve and strengthen service delivery through staff development and the planning and development of programs
Conducting disciplinary action with unit supervisor until the final step, dismissal is reached
Informing the Assistant Director of all discipline problems and the action planned or recommended
Responsible for periodic and annual evaluations of directly supervised employees with recommendations to the Agency Assistant Director on merit raises in accordance with county personnel policies, this position is indirectly responsible for periodic and annual evaluations of all employees supervised by this position
Attending meetings when agenda items pertain to this position responsibility and in the absence of the Assistant Director; also attending meetings for the Assistant Director at the local and state level in their absence
Serving on various local and state committees
Having direct contact with the Agency Assistant Director daily keeping them abreast of the agency needs and concerns and serving as a member of a management team that plans for current and future changes that affect our organization in delivery of services to our citizens
Assisting shelter managers in times of disaster
Other duties as assigned

Required

Must have a thorough knowledge of income maintenance programs
Must have a thorough knowledge of the use of the income maintenance manuals, forms and documents used in determining eligibility for all program areas
Must have a thorough knowledge of budgeting and planning process
Considerable knowledge of needs assessment techniques
Considerable management skills
Ability to communicate orally and in written form
Ability to organize, plan and direct work for programs
Ability to maintain a satisfactory working relationship with the public at large, Agency Director, Assistant Director and county/state officials
Four-year degree or three to five years of supervisory experience with administrative and management skills and at least five years of experience in income maintenance or service programs or equivalent combination of education and experience
Valid driver's license in the State of North Carolina
