Emergency Management Team Project Manager
The City of Roanoke is seeking an organized, motivated, and collaborative individual to serve as the part-time program manager of the Southwest Virginia Incident Management Team. This role involves creating and executing plans, managing the team's budget, and coordinating training and deployments for emergency management efforts.

Responsibilities
Creates, executes, and revises plans in coordination with the SWVAIMT Steering Committee to meet the program's evolving needs and requirements
Serves as the SWVAIMT point of contact/Subject Matter Expert to the Virginia Department of Emergency Management
Responsible for grant proposals/reports, project management plans, efficient and responsible application of the SWVAIMT budget through SHSP grants
Coordinates the Training, Administrative, and Logistics officers to support completion of special projects and documents
Assists with contracting and facilitating all training as determined by the Training Officer
Coordinates and facilitates, in conjunction with the Training Officer, quarterly and annual team training and exercises
Coordinates with the Logistics Officer to ensure all equipment is up to date, functional, meets the most recent and highest level of Type III IMT standards, and is ready for deployment
Manages the application process, the team roster, addresses and emergency contact information
Complies with and helps to enforce standard policies and procedures
Prepares for, plans, and coordinates deployments with team members, Steering Committee members, and stakeholders and ensures all paperwork is completed to provide rapid reimbursement
Facilitates high level multi-jurisdictional planning meetings
Develops and manages the team's training program
Develops and manages the team's budget
Development and management of SHSP Grants
Management of the team's equipment cache
Management of the team's administrative documentation
Management of the team's contracting to facilitate training and exercises
Prepares deployment documentation
Organizes deployments of personnel to local, state, and national events and emergencies
Collects and reconciles all time, equipment, and travel records for all SWVAIMT training and deployments
Coordinates with local, state, and federal partners to develop relationships and provide training and deployment opportunities for team members
Qualification
Required
Credentialed in an All-Hazards ICS position
ICS-305 (Required within 12 months of employment)
Must possess a high school diploma or general education degree (GED)
Possess a valid driver's license
Have reliable transportation
No criminal record
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to prepare routine reports and correspondence
Ability to communicate orally and in writing
Ability to apply common sense understanding to carry out instructions furnished in written or oral form
Ability to deal with problems involving several concrete variables in standardized situations
Must have police security clearance
Preferred
Experience deploying to Type III events or higher
