Civilian Development Program Manager, S1D
The United States Space Force (USSF) is searching for a Civilian Development Program Manager to shape the future of its civilian workforce. This role involves designing and directing policies and programs that empower civilian Guardians to meet current and future challenges.
Responsibilities
Shape the future of the United States Space Force as the next Civilian Development Leader
Develop exceptional civilian talent by designing and directing policies and programs
Interact and engage with all levels of leadership throughout the Space Force, Air Force, and Department of War
Collaborate closely with peers and senior management to make decisions or major changes in program development and management
Review and analyze data to evaluate the effectiveness of programs and provide recommendations to senior leaders
Qualification
Required
Must be a U.S Citizen
Must be able to obtain and maintain a Secret security clearance
Safeguards classified or sensitive budget-related information and/or files
May be required to work overtime on an unscheduled or emergency basis
This PRD has been classified based on projected duties or new mission requirements. The duties within this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within this PRD
Eligible for situational telework only, including Emergency and OPM prescribed 'Unscheduled Telework'
Subject to Temporary Duty Assignment (TDY)
Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments
PCS is not authorized. Incentive is not authorized

Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions and concepts governing functions such as talent management, education, training, professional development, or other programs related to personnel management within the federal government
Master of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems
Knowledgeable of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management and other special programs to bring policies and operations in line with higher level vision, goals, and objectives
Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements
Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships
