Responsibilities

Serves as Team Lead for the Heart Disease and Stroke Program (HDSP). Oversees advanced programmatic work to support the planning, development, implementation, and strategic direction of HDSP, including coordination of daily and long-term activities of program staff, preparing and evaluating budget requests, reporting requirements and evaluation of programmatic activities and impacts. Establishes program goals and objectives, and develops activities, schedules, priorities, and standards for achieving them. Develops program standard operating procedures and guidance, and training tools and materials for new staff. Leads and coordinates training of new staff. Implements and manages advanced special project initiatives funded through general appropriations, cooperative agreements, or other funding sources. Evaluates program needs and opportunities for improvement as well as implementation of quality improvement efforts

Leads development of federal grant applications and continuation applications, activities, deliverables, budgets, work plans and progress reports. Works with Regional staff and Chronic Disease Epidemiology staff to implement federal grant activities. Identifies priorities for the federal grant and works with HDSP staff and contractors to achieve the aims of the federal grant and of the HDSP. Develops, maintains, and updates federal grant spending plans and allocation of federal funds. Identifies potential contractors and develops contracts, including writing scopes of work, budgets, and deliverables. Monitors contracts, provides technical assistance to contractors and staff as needed, and ensures appropriate and complete spend down of contract funds

Serves as subject matter expert on prevention, management, and risk factors for heart disease, stroke, hypertension, high cholesterol for internal and external workgroups, committees, and legislative inquiries or initiatives. Develops and maintains internal and external partnerships to expand collaboration and disseminate best practices and lessons learned related to CVD and stroke interventions. Works collaboratively with other programs in the HPCDP section to identify best practices and areas for improvement of chronic disease related community and clinical services

Provides guidance, facilitation and technical assistance to the CVD Learning Collaborative. Organizes and documents Collaborative activities. Promotes Collaborative membership and activities to partners and the public. Coordinates updates to published plans addressing heart Disease and stroke. With the Unit Council Liaison, ensures that the Texas Council on CVD and Stroke meetings and activities happen in accordance with the Council’s statutory authority and the Open Meetings Act. Assists the Unit Council Liaison position with coordinating the fulfillment of special reports, data requests, specialized research documents and other projects related to the Texas Council on CVD and Stroke. Exercises independent judgment about consulting with legal counsel and leadership regarding programmatic efforts or issues as well as when to notify Government Affairs about discussions of legislative relevance

Works with the Diabetes and CVD Branch Manager in preparing reports, bill analyses, cost estimates, and responses related to legislative actions, media and legislative inquiries. Creates reports, briefings, fact sheets, summaries, and other information sources as requested. Prepares and presents information at meetings, conferences, and trainings. Gathers and interprets information to identify best practices for the program and makes recommendations to the Diabetes and CVD Branch Manager. Collaborates with the Diabetes Prevention and Control Team Lead to streamline and standardize program procedures across the branch. Ensures compliance with program and agency policies and procedures, state statutes, and rules; and initiates corrective action when required

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location

Required

Graduation from an accredited four-year college or university required, with degree relevant to public health or health education preferred

At least three (3) years of experience in a field related to chronic disease, community preventive services, clinical preventive services, or public health required
