Senior Data and System Analyst
Volunteers of America Los Angeles is a non-profit human services organization committed to serving people in need. Responsibilities
Collaborate with stakeholders across the organization as well as with external partners to plan and implement compliance program systems plans. This includes involving others in compliance requirements, as well as collecting, processing, managing, and sharing client-, program- and organizational-level data. Demonstrate responsible professional behavior by participating effectively within and across teams
Conduct and oversee program compliance projects that apply qualitative and quantitative methods to assess programs and initiatives within and outside of the organization, drawing upon primary and secondary data
Oversee the creation of effective systems (electronic and hard copy) for the gathering, quality assurance, and storage of all program data
Lead program compliance systems and data and perform major project tasks, , designing data collection and analytic plans, establishing and managing project timelines, and leading project deliverables
Work collaboratively with programs to design practical data compliance plans, develop goals and indicators
Provide technical assistance and support to programs regarding grant requirements, data collection procedures, and grant goals, objectives, and targets
Create effective systems (electronic and hard copy) for the gathering of data, quality assurance, and storage of all project data
Monitor and provide regular feedback on staff use of these systems
Thoroughly verifies and debugs code & software components, using best practices or established procedures
Assists in identifying causes of database errors and provides resolutions
Creates the initial mockup to ensure the program compliance requirements are accurately translated into the proposed solution
Prepares user manuals, flow charts, training materials, and various technical documents
Provides technical assistance and training to end-users
Performs special compliance and/or data systems projects as directed
Executes systems (electronic and hard copy) for the gathering, quality assurance, and storage of all project data. Monitor and provide regular feedback on staff use of these systems, including validation and debugging code & software components, using best practices or established procedures; assists in identifying causes of database errors and provides resolutions; prepares user manuals, flow charts, training materials, and various technical documents; provides technical assistance and training
Oversees data collection (e.g., surveys, interviews, observation protocols). Manages, organizes and analyses data using a combination of tools (including SSPS, Atlas Ti, Excel, Tableau). Prepares written and visual summaries of data to convey results to stakeholders including compliance and data systems program reports, annual reports, dashboards and other evaluation-related documents. Keeps up to date on best practices for data visualization
Conduct and oversee compliance projects to ensure programs compliance within and outside of the organization, drawing upon primary and secondary data
Collaborates with stakeholders across the organization as well as with external partners to implement compliance data and systems
Performs special data and compliance systems projects
Travel as needed regarding the above duties

Qualification
Required
Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
Valid California driver license and access to dependable transportation with adequate insurance
Master's degree in social sciences, public health, business administration or public administration, or equivalent
Minimum of 5 years of experience leading projects in compliance and data systems and training on data management in a community-based organization
Preferred
PhD in relevant discipline
Preferred experience data collection techniques, and data analysis
Experience working in underserved communities
Knowledge on any of the following statistical software: SPSS, R, Atlas TI
Training on making data accessible to all stakeholders
