Classification & Compensation Analyst (Confidential Administrative Support II), Human Resources Division
California State University-San Bernardino is seeking a Classification & Compensation Analyst to provide high-level administrative and technical support for Classification & Compensation Services. The Analyst will conduct classification reviews, perform compensation market studies, and support salary negotiations while interpreting and applying relevant agreements and standards.

Responsibilities
Act as classifier for position reviews and classification determinations
Evaluate position descriptions against classification standards and essential duties
Collaborate with departments/divisions to develop consistent position descriptions and communicate changes
Develop and update guides and materials on classification standards
Review classification requests and provide recommendations
Conduct classification reviews for new, existing, and reclassification requests
Advise departments/divisions during position cycle reviews
Participate in CSU system-wide classification updates, meetings, and trainings
Maintain confidential files on complaints, grievances, disciplinary actions, and sensitive classification matters
Conduct compensation market studies to evaluate internal and external equity
Prepare standard market analyses by classification and skill level
Serve as lead for salary benchmark surveys
Conduct in-depth compensation studies during department/division cycle reviews, including fiscal impact analysis
Review proposed salary actions for compliance with policies, guidelines, and collective bargaining agreements
Manage In-Range Progression, Stipend, and Salary Increase requests, providing recommendations to management
Lead and direct student assistants by planning workflows, organizing coverage, and ensuring timely completion of tasks
Assign and prioritize work, provide procedural guidance, and monitor quality and productivity to meet HR standards
Train and orient employees on classification & compensation procedures and HR system processes
Support grievance processes by gathering information, preparing correspondence, and coordinating with HR Employee & Labor Relations
Respond to escalated HR inquiries regarding classification and compensation
Maintain accurate internal classification and compensation logs to ensure data integrity and audit readiness
Prepare and submit reports on compensation practices to the Chancellor’s Office in compliance with standards and deadlines
Develop and contribute to unit-wide training sessions to enhance understanding of classification and compensation processes
Assist in classification and compensation projects, including documentation, workflow refinement, and project tracking
Collaborate with HRIS, System Administration, and Budget Office on system configuration, data maintenance, and updates
Maintain or revise Position Management documentation to reflect current policies and system requirements
Partner with HR leadership and divisional teams to develop forms, processes, and communications supporting consistent practices and operational efficiency
Review and approve Independent Contractor (IC) requests for compliance with CSU policies, union notifications, and background checks
Collaborate with Procurement to track the status of IC agreements
Ensure timely processing and proper documentation of all IC requests
Perform other HR and classification-related duties as assigned
Qualification
Required
Equivalent to a Bachelor's degree in Business Administration, Human Resources, Public Administration, or related field
A minimum of three (3) years of progressively responsible administrative work experience with a foundational understanding of public administration principles, practices, and methods
Demonstrate advanced knowledge of public and business administration, operational, and fiscal management
Utilize administrative survey techniques, operations and systems analysis, and statistical and research methods to develop sound conclusions and recommend policies
Ability to understand problems broadly and develop strategic solutions
Ability to handle sensitive situations and demonstrate consultative skills with internal and external groups
Possess advanced time management and analytical skills
Exhibit strong critical thinking, analytical, research, problem-solving, and conflict resolution skills
Ability to maintain confidentiality and security of sensitive records
Possess advanced knowledge of state and federal employment and education laws and regulations
Demonstrate proficiency in operating standard office equipment and software (e.g., Microsoft Office, Zoom, LMS, Adobe, Google Drive)
Ability to use independent judgment to make decisions and interpret policies
Ability to resolve administrative problems using precedents
Ability to focus on own work assignments and provide lead direction to support staff
Ability to apply fundamental concepts and understand budget policies
Ability to apply extensive expertise to complex programs and administrative specialties, including relevant laws and regulations
Ability to learn and apply policies and procedures related to the program
Ability to use research and statistical analysis methods to analyze data and make projections
Ability to organize and plan work, handle multiple priorities, and make independent decisions
Ability to compile, write, and present reports related to the program
Ability to establish and maintain effective working relationships within and outside the workgroup
Preferred
Strong knowledge of data analytics with the ability to track, analyze, and report metrics clearly
Skilled in using online courseware and tools to develop effective communications and presentations
Proven ability to foster teamwork and maintain positive, productive relationships within a diverse environment
Excellent verbal and written communication skills with strong command of English grammar, spelling, and punctuation
Ability to interpret, communicate, and apply policies and procedures accurately
Maintains a high degree of confidentiality in handling sensitive information
Excellent organizational and time management skills; able to prioritize and coordinate multiple assignments with minimal supervision under fluctuating deadlines
