Stormwater Project Manager 3

Dibble Engineering is a civil engineering firm that provides a full range of services to public and private sector clients across the Southwestern United States. The Stormwater Project Manager 3 will be responsible for managing flood control, drainage, and water resources engineering projects for public agency clients, ensuring technical accuracy and high-quality deliverables.

Responsibilities

Actively pursue marketing and business development opportunities with public agencies responsible for drainage, flood control, stormwater management, and water resources planning
Participate in Company strategic initiatives related to water resources innovation, resiliency, and sustainable stormwater practices
Represent the Company at water resources and flood control conferences, technical committees, and public agency partner meetings
Participate and coach teams for project interviews related to watershed studies, drainage improvements, flood risk mitigation, and regulatory compliance projects
Prepare and negotiate scopes, schedules, and fees for hydrologic/hydraulic modeling, stormwater master planning, drainage designs, and flood mitigation projects
Assemble project teams including hydrologic/hydraulic specialists, GIS analysts, environmental specialists, and survey teams
Set up accounting and budget tracking for multi-phase flood control and drainage projects
Prepare and manage schedules and budgets for watershed studies, stormwater infrastructure design, and regulatory permitting tasks
Coordinate all aspects of the project lifecycle, including public agency coordination, FEMA/ADWR/FCDMC interactions, permitting, utility coordination, and public outreach for flood mitigation projects
Perform QA/QC for H&H models (HEC‑RAS, HEC‑HMS, 2D modeling), drainage reports, stormwater design plans, and floodplain analyses
Provide technical guidance on hydrology, hydraulics, floodplain management, erosion protection, stormwater conveyance systems, and compliance with local drainage standards
Prepare project billing/invoices and follow up with clients to ensure timely receipt of payment
Evaluate and improve internal processes for H&H modeling, drainage design workflows, and data documentation
Actively participate in staff development, with emphasis on training in hydrologic methods, modeling tools, FEMA processes, and water resources design principles

Ability to manage complex flood control and stormwater projects, including watershed studies, channel improvements, and stormwater master plans
Ability to manage multiple projects simultaneously without sacrificing quality or effectiveness

Ability to foresee impacts related to watershed hydrology, downstream drainage constraints, flood risk, and stormwater system functionality
Understanding of available resources and the ability to efficiently manage those resources
Understanding of project budgeting
The ability to consistently meet project deadlines while maintaining a high level of quality
Technical knowledge of hydrologic and hydraulic engineering, stormwater design, flood modeling, erosion control, and drainage infrastructure systems
Ability to effectively communicate technical concepts such as H&H modeling assumptions, drainage system performance, and flooding impacts to clients and stakeholders
Ability to effectively communicate project and billing status and needs with the client
Proven negotiating skills for public‑sector water resources contracts, task orders, on-calls, and master services agreements
B.S. in Civil Engineering (or Water Resources Engineering) with 10-15 years of experience in flood control, drainage, and/or water resources engineering for public agencies
Minimum 8 years of project management experience involving H&H modeling, drainage system design, and flood mitigation projects
Must have a valid Arizona driver's license or be able to obtain a valid Arizona driver's license within 3 months of start date
Registered Professional Engineer (P.E.) in Arizona or ability to obtain within 6 months

Preferred

Experience with HEC‑RAS, HEC‑HMS, XP‑SWMM/InfoWorks ICM, 2D modeling tools, GIS (ArcGIS), and FEMA NFIP processes strongly preferred
