The State of Missouri is responsible for regulating investor-owned electric utilities in Missouri. They are seeking a Regulatory Compliance Manager to lead the Energy Planning Department, ensuring that the Commission has the necessary information for informed decision-making regarding electric utility resource planning and reliability.

Responsibilities

Plans, directs, and assists in investigations related to electric utility resource planning, resource adequacy and acquisition, and reliability
Coordinates and participates in the development of staff positions in cases before the Commission
Works closely with upper management to carry out the mission of the department and the Commission
Supervises and effectively manages subordinate staff
Assists Commission in discharging its statutory responsibilities, including strict adherence to deadlines, policies and procedures
Provides testimony and exhibits as an expert witness at Commission and other hearings and assists Commission attorneys in hearing preparation
Professionally directs, arranges, and participates in meetings and conferences with utility company officials, public officials, members of the general public, and other interested parties to resolve matters relating to energy planning and other utility matters for which the department has responsibility
Position may require occasional in- and out-of-state travel

Required

A Bachelor's degree from an accredited college or university in finance, accounting, economics, mathematics, business, public administration, or engineering with the curriculum approved by the Accreditation Board for Engineering and Technology
5 or more years of professional experience in areas such as engineering analysis, financial analysis, management analysis, or rate-making
Demonstrated project management skills
Demonstrated subject matter expertise in gas and electric utility planning, regional energy markets, resource adequacy and reliability, state and federal jurisdiction
Experience with spreadsheets and word processing is essential
The ability to work well independently and in a team environment is a must
Strong written and oral communication of technical subjects as well as the ability to comprehend and interpret technical writing are essential to this position

Preferred

Experience with energy market simulation models (e.g. Plexo, Encompass, Aurora); ideally, mentoring staff or colleagues is preferred
