Responsibilities

Selecting, training, assigning work, supervising and evaluating the work of Parking staff
Helping to manage the implementation and administration of the City’s Parking Authority
Managing the City’s parking operations including street parking, city owned parking structures, parking meters, customer service, revenue collections, auditing and more
Coordinating with software vendors of ensure proper administration and reporting of online parking operations
Planning, organizing, and developing parking policies and procedures and workflow processes for the handling of cases
The development of business operations, contract management, making presentations and preparing reports to track the performance of parking operations
Assisting in the development of parking goals and objectives; developing, implementing, and monitoring operating budgets and overseeing necessary preventative maintenance for equipment and capital assets
Collecting, compiling, analyzing and interpreting data relating to parking facility planning, operations and parking demand; preparing permits, contracts and bid specifications; administering and interpreting contractual agreements on behalf of the City including service contracts and permit programs, and to ensure conformance with written provisions
Leading and participating in field enforcement, investigating and resolving complaints, maintaining records relating to parking; maintaining parking software systems and ensuring compliance with changes in Federal and state regulations
Participating in interdepartmental and interagency task forces on issues relating to parking regulations and as well as on educating the community
Developing relationships with our business community and other partners
Participating in the development of goals and workplans for the department
Gathering and maintaining data and statistics on department operations and making recommendations for improvement

Required

Graduation from an accredited college with a Bachelor's degree in Public Administration, Business Administration or a related field
Three years of experience in municipal parking enforcement operations, or any combination of training and experience that provides the desired knowledge and abilities
Possession of a valid Class C California driver's license
Acceptable driving records
Ability to maintain insurability under the City's Vehicle Insurance Policy
Knowledge of applicable Federal, State, and local laws, and the various processes associated with the administration of the City parking ordinances
Ability to supervise others involved in parking operations
Ability to deal effectively with regulatory bodies
Ability to analyze and prepare reports
Ability to maintain accurate record keeping systems
Ability to establish and maintain cooperative relationships

Preferred

Supplemental course work in sociology, behavioral science, or a related field

Retirement– California Public Employee's Retirement System (CalPERS)
Medical - $1,450 per month City paid.
Dental – City paid
Vision– City paid
Deferred Compensation – 2% of base salary. City will match up to $50 per month and 1% of monthly base salary per month
Life Insurance -$50,000 City paid
Administrative Leave –50 hours per fiscal year
Vacation - 80 hours per year increasing to 180 hours after 15 years of service. Buyback option of up to 160 hours per fiscal year.
Holidays - 14 paid holidays including three discretionary holidays
Sick leave - 120 hours per year
Personal Leave– 40 hours of sick leave or vacation time may be used for personal leave per fiscal year
Bereavement Leave– 80 hours paid bereavement leave as needed
Tuition Reimbursement - $3,300 per fiscal year
