Electrical Engineer, Controls (TS Clearance)

The role seeks a Control Systems Characterization & Modeling Subject Matter Expert to support federal mission partners with engineering-based intelligence analysis and technical assessments of facility control systems.

Responsibilities
Analyze and assess classified and unclassified reporting, open-source information, imagery, and technical documentation to characterize facility control systems and enabling infrastructure
Determine and document key design attributes, material properties, operating equipment, and procedures; identify vulnerabilities, defeat opportunities, and recovery/reconstitution timelines
Apply engineering principles and judgment to develop facility- or topic-specific assessments that are technically defensible and mission-relevant
Develop textual and graphical IC products and models in accordance with customer/IC standards, methodology, sourcing, and classification rules
Produce and maintain Word/Excel/PowerPoint deliverables; develop control system characterizations and supporting models (e.g., system architecture, signal/data flows, equipment inventories, and functional descriptions)
Support customer-directed toolchains (e.g., BIM/Revit or other modeling platforms) as required for system/facility characterization
Collaborate with prime contractor personnel, subcontractors, and Government stakeholders (e.g., DTRA, DIA/UFAC, DoD, and other IC partners) to provide ICS/SCADA and facility engineering insight
Participate in technical reviews, working groups, and production planning; respond to RFIs and tasking with timely, high-quality deliverables
Coordinate with multidisciplinary engineers/analysts (electrical, mechanical, civil, protective design, and O&M) to ensure integrated assessments
Provide engineering-based consultation via briefings, discussions, and written materials on control systems, facility infrastructure, protective design, vulnerabilities, and operations
Support (and when directed, deliver) instruction/briefings at customer training venues (e.g., Underground Facility Schoolhouse) and during technical exchanges or tours
Perform technical quality reviews of HDBT-related products to ensure adherence to engineering tradecraft and analytical standards
Maintain awareness of state-of-the-art industrial and building control practices, tooling, and emerging technologies relevant to control systems assessment and modeling
Recommend improvements to analytical workflows, collection strategies, and essential elements of information (EEIs) to strengthen assessment fidelity and speed
Support evaluations and ground-truth efforts (e.g., measurements, equipment readings/signatures, facility scans) when required; document workflows and results
Be available for night/weekend work in response to crises or time-sensitive contingencies upon Government notification
Deploy to CONUS/OCONUS locations on short notice when mission requirements demand
Qualification
Required
Bachelor's degree in Electrical Engineering, Mechanical Engineering, Systems Engineering, Computer Engineering, or a related technical discipline (or equivalent relevant experience)
Minimum 5 years of experience in industrial/building controls engineering, automation, SCADA/ICS operations, or control system cybersecurity/assessment
Demonstrated experience interpreting engineering drawings (e.g., one-lines, schematics, P&IDs), equipment submittals, O&M documentation, and control narratives
Strong working knowledge of PLC/HMI/SCADA and/or Building Automation Systems (BAS) architectures, field devices, communications (e.g., Modbus, DNP3, BACnet, OPC), and power/control interfaces
Ability to produce clear system characterizations (hardware/software inventories, network/control architectures, and functional descriptions) suitable for mission customers
Proficiency with Microsoft Office (Word, Excel, PowerPoint); ability to produce professional, publication-ready deliverables
Strong technical writing, briefing, and customer communication skills
Analytical rigor and attention to detail; ability to defend technical conclusions with evidence and sound engineering judgment
Ability to collaborate across diverse teams and manage multiple deliverables under deadline
High degree of discretion and demonstrated ability to handle sensitive information appropriately
Active Top Secret (TS) clearance required. Candidate must be able to obtain and maintain SCI access (and any additional accesses) as required by assigned duties
Ability to sit/stand for extended periods and work effectively in secure office environments
Ability to travel and operate in field or austere environments when required, including walking extended distances, climbing stairs/ladders, and carrying equipment up to 50 lbs
Ability to wear required PPE and comply with site safety requirements during facility visits
Preferred
Experience supporting DoD/IC missions, government contracting, or work in high-security/mission-critical environments preferred
Familiarity with modeling/diagramming tools (e.g., Visio, BIM/Revit, CAD, or comparable) preferred
