Director, Student Financial Services/Bursar
San Jacinto College is seeking a Director of Student Financial Services/Bursar to ensure compliance with financial regulations and manage all student financial account activities. This role involves overseeing scholarship funds, collaborating with various departments, and providing leadership and guidance to college business offices.

Responsibilities
Ensures compliance with Department of Education’s Cash Management Regulations (CFR 688.164) and the fiscal management of scholarship funds including oversight of drawing down funds from the Department of Education using current system for scholarships awarded to students. Prepares financial reports. Consults with government regulatory agencies to ensure the college conformance with applicable standards
Manages all student financial account activities, including, but not limited to, the College’s tuition revenues, and all other student-related incidental charges and revenues. Works with the awarded collection agency to ensure timely collections of amounts owed to the College
Administers the College’s Merchant Services processes including all credit card transactions and settlements. Ensures College compliance with Payment Card Industry Data Security Standard (PCI-DSS) regulations
Provides leadership, guidance, assistance and directives to all college business offices in all cashiering functions, and to program and COE directors/managers regarding program and course charges
Collaborates with the Dean of Financial Aid and Scholarships, Registrar, and adjacent departments to ensure there is a concerted and synchronized effort towards student service. Leads and directs accounting of Scholarship Funds, including but not limited to Department of Education Title IV grants
Prepares financial portions of audit schedules for State, Federal, internal and external auditors, including but not limited to, the Schedule of Expenditures of Federal Awards and Schedule of Expenditures of State of Texas awards
Provides accurate and timely reporting to the Texas Higher Education Coordinating Board (THECB) and other state and federal agencies. Acts as resource for Finance to interpret Business Office procedures, College policies and procedures, and the rules and regulations of THECB and other external agencies. Recommends and develops changes to the policies, regulations and procedures as needed
Works in partnership with internal and external auditors
Develops, coaches and supports staff. Encourages professional development and skill training within budgetary constraints
Advises Associate Vice Chancellor, Finance and Comptroller on the interpretation and application of federal and state laws and regulation as related to student financial services and accounts
Qualification
Required
Bachelor's degree in finance, accounting or another business-related field
Five years of supervisory experience in a combination of professional accounting, budgeting and finance roles
Experience with an integrated enterprise resource planning (ERP) system
Ability to demonstrate and adhere to the College values
Proven management and leadership skills
Willingness to lead, take charge, and offer opinions and direction
Willingness to take on responsibilities and challenges
In-depth knowledge of GASB and GAAP and its impact on community colleges
Effective customer service skills
Effective MS Excel and Word skills
Strong analytical, financial, problem solving and communication (oral and written) skills
Requires attention to detail, analyzing information using logic to address work related issues, thorough in completing tasks, and displaying a cooperative attitude
Must be hands-on and able to drive projects to completion within appropriate budget and timeframes
Requires establishing and maintaining personally challenging goals and ability to master tasks
Strong organizational and presentation skills to convey information effectively to others
Aptitude for interpreting and communicating financial data to individuals from a non-financial background
Successful experience working cooperatively and collaboratively with various levels of an organization to maximize performance, creativity, problem solving, and results

Effective interpersonal skills and the ability to interact effectively with others in and beyond the Finance division

Preferred
Master's degree in finance, accounting or another business-related field
Successful bursar or student accounts experience and knowledge of FERPA
Knowledge of basic student registration functionality and financial aid award process
Experience with an online third-party payment tool such as TouchNet
Knowledge of IRS rules related to IRS form 1098-T
Advanced Excel skills such as Vlookup, Index, and Pivot tables
Experience with Ellucian Banner
Experience managing multiple projects and priorities proactively
Experience streamlining and automating processes and working for continuous process improvement
Certified Public Accountant (CPA)
