Coastal Resources Manager

Responsibilities

Supervises and manages staff to include assignment, scheduling, interviewing/hiring, training and development, and discipline
Primary point of contact for the Choctawhatchee Bay Estuary Program; serves as the County representative on the Executive Board of the Pensacola and Perdido Bay Estuary Program
Develops, implements, and revises the Okaloosa County Artificial Reef Management Plan; assists in managing the artificial reef program
Acquires permits and approvals from relevant regulatory agencies for coastal resources related projects
Develops and maintains relationships with academic, non-government and non-profit organizations that relate to coastal resources goals and initiatives
Serves as a project manager on contracts and consultant service agreements related to coastal resources management; manages the progress of projects from the early stages of planning through project construction; enforces contract provisions, including deadlines and specifications
Develops, implements, and revises the Okaloosa County Beach Management Plan; supports beach cleaning programs
Verifies contractor financial reports; reviews and approves contractor billing requests
Provides reports to department director, manager, tourist development council, and county commissioners
Obtains relevant planning studies, reports and documents pertaining to coastal resources management and restoration for Okaloosa County and stakeholder partners
Coordinates and attends regional planning activities/functions with city departments, public agencies, municipalities, governmental authorities and military installations, under the direction of the Department Director
Develops and manages long-range and annual budgets for coastal resources management activities
Prepares grant applications and administers grant projects
Maintains knowledge of City, County, State and Federal ordinances and policies on environmental protection, management and conservation as they apply to coastal resources management projects
Attends Tourism Development Council, committee and staff meetings
Informs, communicates and builds consensus with the public on matters related to coastal resources management
Plans, develops, and implements programs to enhance commercial and recreational fishing, SCUBA diving and snorkeling
Conducts coastal resources monitoring activities using numerous monitoring methods including snorkel, SCUBA diving, vessel operation and others as they are made available
Builds natural disaster resiliency in tourism areas, manages disaster impacts to coastal resources
Supports program operations outside of normal business hours, to include long days, occasional evenings, and some weekends
Performs other duties as assigned

Required

Bachelor's degree in one of the physical or natural sciences, engineering or a closely related field
Minimum of four (4) years of project management experience in planning, engineering, or program evaluation, research, and analysis with an emphasis on coastal systems or beach management
Experience in coastal resource monitoring activities
Requires a valid driver license
Ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals
Ability to communicate effectively in English, including the ability to convey, record and exchange information
Ability to explain procedures and to give, receive and follow oral and written instructions
Ability to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals
Ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation
Ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret a variety of technical instructions in written, mathematical or diagrammatic form
Ability to make independent judgments
Ability to acquire knowledge of topics related to primary occupation
Ability to add and subtract totals, multiply and divide, use decimals and determine percentages
Ability to determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform statistical calculations
Ability to deal with people beyond receiving instructions
Ability to adapt to performing under stress when confronted with frequent deadlines
Ability to exercise consistent tact and courtesy in frequent contact with various professionals, county personnel and the public

Preferred

Public speaking and presentation experience
SCUBA diving experience
SCUBA diving certification
