Laboratory Manager - UI Health, Specimen Processing & Send-Out Services

Responsibilities
Works in collaboration with UIH Laboratory Practice Utilization Committee (LPUC) and Laboratory Leadership to ensure all testing is performed in a CLIA certified Laboratory and results are entered into the patient medical charts
Uses data management and metrics in improvements and better patient outcomes
Directs, supervises, and evaluates departments’ performance directly or through appropriate supervisors in human resource activities, including the recruitment, hiring, training, and performance management of new and existing personnel. Ensures appropriate staffing levels to support expected turnaround time (TAT) goals are met
Develops and maintains a financial management and reporting system as relates to the operations of Specimen Processing and Send-Outs Services
Develops and maintains computerized record management systems to store and process data such as personnel activities and information and Hospital accounting information. Ensures interfaces with reference laboratories are maintained to ensure accuracy, efficiency, and quality for test resulting
Conducts and administers fiscal operations, including accounting, planning budgets, and assisting in the preparation and presentation of the annual budget to the administrators of the Pathology Laboratory Services. Assists in the completion of financial and operational evaluation of reference laboratory services on a routine basis and identifies and implements opportunities for cost savings or operational and quality improvement
Assists in defining the appropriate billing codes for new or revised tests, ensuring all testing codes are current and relevant
Maintains communication between governing boards, medical staff, and department heads by acting as administrative liaison between university administrators, department chairpersons, local and regional health officials, and institutions, etc., as necessary, for purposes of planning long- and short-range programs
Interfaces with physicians and clinic staff and/or clinic coordinators to assist in problem solving, policy/procedure interpretation, or orientation of new residents and faculty
Responsible for ensuring the quality of specimen processing and send-out tasks and timely investigation and resolution of non-conforming events
Prepares and maintains standard operating procedures consistent with all institutional, department, College of American Pathologists, OSHA, and other regulatory bodies
Maintain awareness of computerized diagnostic information as it relates to different requirements of specimens
Maintains government regulations, health insurance changes, and financing options awareness for patient insurance
Perform other related duties and participate in special projects as assigned
Qualification
Required
Bachelor's degree in a scientific discipline closely related to the position
two (2) years (24 months) of work experience in a laboratory or similar setting closely related to the position
Total of five (5) years (60 months) of any combination of education in a scientific discipline and/or work experience in a laboratory or similar setting related to the position
One (1) year (12 months) of supervisory and/or administrative experience
A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience
Preferred
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
Knowledge of applicable safety requirements
Knowledge of laboratory equipment, related supplies, computer hardware and software, and their applications
Skill in utilizing organization and time management and in effectively managing multiple priorities on a daily basis
Ability to work collaboratively and communicate effectively as appropriate for the needs of the audience
Ability to analyze and develop guidelines, procedures and systems to outline specific goals and implement plans to prioritize, organize, and accomplish tasks
Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system
Ability to interpret work related documents, policies, and procedures
Ability to manage a budget and work within the constraints of that budget
