PROGRAM ANALYST

Responsibilities
Manages acquisition and related financial functions within the Directorate to execute the approved spending plan for programs, projects, and services, including associated programmatic trade-off decisions
Oversees, plans and monitors contract budget execution and deliverable completion, advising technical experts and project officers to ensure program activities are planned, coordinated, and effectively executed
Developing statements of work and/or acquisition packages and evaluating deliverables or other aspects of vendor performance
Applies a wide range of qualitative and quantitative analytical methods in determining overall program process and successes
Supports the development and implementation of the project's contracting acquisition strategy, and monitors execution for compliance with contracting policies, procedures, and public law
Prepares and presents briefings to high-level managers. Speaks with authority at meetings and conferences to justify program/project decisions to stakeholders

Must be a U.S. Citizen
Males born after 12-31-59 must be registered or exempt from Selective Service
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment
Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement
This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7)
To qualify at the GG-13 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position
Experience in Acquisition Strategy OR execution of project and financial management to include requirements gathering, analysis, integration, costing, tactical analysis, advising OR performing expenditure and contract management functions
Combination of education and experience is not applicable for this position
The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position
The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle
