Responsibilities
Direct and oversee the daily activities of Hazardous Waste Technicians; provide lead direction to Hazardous Waste Technicians, and temporary employees
Receive, sorts package and prepare household and commercially generated hazardous waste for shipment pursuant to DOT, ODEQ and OSHA regulations
Determine the regulatory status of waste materials as required by DEQ in order to authorize the acceptance of hazardous waste at collection facilities and event sites
Identify unknown materials using wet chemistry analysis techniques to determine the hazard class for proper disposal
Train and coach technicians and temporary employees
Assist in the development and maintenance of training materials
Coordinate with site contractors to investigate improper and/or illegal waste disposal in the transfer station
Prepare transportation manifests, maintain associated records and make arrangements with waste disposal contractors for shipments of hazardous waste
Assist supervisors in ensuring all record keeping, reporting functions and facility operations are in compliance with applicable federal, state, and local laws and regulations
Operate a Conditionally Exempt Small Quantity Generator waste collection program
Provide technical and educational information to the public; addresses customer questions or concerns
Operate and diagnoses problems with complex mechanical equipment used in waste processing and facility operation
Coordinate and respond to emergencies and chemical releases. Review, amend and authorize non-routine-task safety plans
Assist supervisor in developing and managing FTE work schedules, requests for time off and submission of temporary employee and intern time records
May develop and manage contracts with vendors and contractors, obtain bids for goods and services and review proposals
Assess the safety risks of incoming hazardous wastes
Qualification
Required
Bachelor's degree in chemistry, environmental science, engineering, public administration or closely related field or any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities
Possession of a valid Oregon driver's license
Must be available to work weekends, holidays and during all hours of operation of the facilities
Must obtain and maintain Metro forklift certification
May be required to obtain an Oregon Commercial Driver's License within six months of hire
Preferred
Possession of 40-hour HAZWOPER certification, or equivalent
Possession of a class A or B Oregon commercial driver's license
