5+ years expATC is seeking a Business Analyst Consultant III to serve in an IT Contracts Manager capacity, augmenting existing contracts staff. This non-supervisory role is responsible for managing the full IT contract lifecycle, including negotiating terms and ensuring contracts align with business needs and regulatory requirements.

Responsibilities
Managing the full IT contract lifecycle, including amendments, changes, modifications, and enforcement of performance clauses such as incentives and remedies
Serving as the primary subject-matter expert and key contact for contract-related and tender activities involving IT services, hardware, and software across the County
Conducting statutory analysis; negotiating contract terms, conditions, and modifications; coordinating with Procurement and legal stakeholders; and ensuring contracts align with business needs and regulatory requirements
Overseeing contract execution, resolving issues, mitigating delays, assisting with audits, mediating disputes, and escalating risks as needed
Focusing on securing optimal financial terms, managing vendor performance, and driving continuous improvement in contract management processes
Qualification
Required
Contract Management or Paralegal experience (5+ years), with emphasis on IT and technology service agreements
Negotiating and managing end-to-end contract lifecycles
Knowledge of best practices for IT contract negotiation tactics and strategies
Ability to determine contractual and financial exposure and negotiate favorable terms
Bridging communication between IT and business organizations to structure contracts aligned to business goals
Milwaukee County Standard Background Check required
Preferred
Knowledge of contracting trends, licensing models, and emerging vendor performance models
Strong project and process management skills
Experience managing multiple vendors and multiple concurrent contracts
Ability to assess contract risk and develop mitigation strategies in collaboration with stakeholders
Bachelor's Degree or higher (Business, IT, Paralegal, Pre-Law preferred)
