International Subcontracts Manager

Responsibilities

Prepare and issue Request for Information/Quotations/Proposals for multiple suppliers in various international locations
Perform price and cost analysis and lead formal negotiations, Price, delivery, scope, Terms & Conditions
Place subcontracts/purchase orders/letter of subcontracts and associated change orders
Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)
Adhere to and understand Export/Import/RGEMS requirements as necessary to support daily activities
Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives
Nurture professional business relationships with first tier subcontractors
Provide comprehensive Supply Chain support for gate reviews
Work with internal teams to coordinate procurement and shipment of supplies
Maintain PO’s to ensure accurate and timely supplier delivery information
Lead other related supply chain activities to include SDRL oversight and tracking, SSOW reviews, International Transactional Due Diligence, and weekly supplier meetings
Ability to travel as needed, up to 20%, primarily international travel

Required

Typically requires a University Degree and a minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
Minimum 8 years relevant experience in procurement, supply chain, or operations
SAP/PRISM based environment experience
Experience with technical requirements of procured hardware and service – including Statement of Work Review (SSOW)
Experience with Export/Import requirements and working with Federal Acquisition Regulations (FAR, DFAR)

Preferred

Experience as an International subcontract or procurement professional
