DAM SAFETY ENGINEER
The State of New Hampshire's Department of Environmental Services is seeking a Dam Safety Engineer. This role involves planning, evaluating, and performing professional engineering functions related to the construction, inspection, maintenance, and operation of dams, ensuring safety for lives and property downstream.

Responsibilities
Reviews and approves complex and multi-disciplinary engineering plans, design studies, computer analyses, specifications and other technical documents developed for the construction, reconstruction, rehabilitation and removal of dams; and specifies improvements, alterations and changes needed to ensure that appropriate engineering solutions are employed, consistent with current state statutory and regulatory requirements and standard engineering practice
Conducts complex multi-disciplinary field inspections of high, significant and low hazard dams to evaluate existing conditions, identify deficiencies, and assess ongoing operation and maintenance activities; and recommends corrective measures and/or coordinates with owners and consultants to recommend and evaluate alternative solutions to achieve the goals of the State Dam Safety Program
Develops and reviews work methods, administrative procedures and engineering standards related to the construction, rehabilitation, inspection, removal and ongoing maintenance of dams to ensure high quality engineering solutions and increase efficiency in work flow
Frequently supervises many complex engineering projects concurrently, including those related to dam construction, reconstruction, rehabilitation, evaluation, removal and inspection to ensure that each is carried out according to applicable statutes, agency regulations and standard engineering practice
Plans, develops and implements engineering data collection and analysis techniques for the assessment and performance monitoring of dam structures, and directs dam owners and engineering consultants to ensure that data collected are properly used in engineering assessments including the evaluations of structural stability, spillway discharge adequacy, and watershed hydrology; the analysis of the flooding due to dam failure; and the development of Emergency Action Plans
Reviews evaluations and recommended actions proposed by other administrative and engineering staff and independent engineering consultants to achieve appropriate technical and programmatic solutions and, when required, conduct independent assessments and pertinent studies to ensure that submittals and engineering analyses are performed in accordance with state statutory and regulatory requirements and standard engineering practice
Supervises the construction of ongoing dam construction, reconstruction and rehabilitation projects and the inspection of completed projects to ensure compliance with Department policies, state statutes and regulations, approved plans and specifications, and permit conditions
Reviews and evaluates cost estimates for the construction of new and the reconstruction of existing dam engineering projects to aid dam owners in selecting reasonable, appropriate and cost-effective solutions to ensure the continued safe operation of dams
Represents the agency and coordinates the agency’s first-response actions at the State Emergency Operations Center and in the field during statewide flooding and dam-related events/disasters and communicates directly with the Governor and other high-ranking local, state and federal officials to provide information and recommendations related to agency readiness and critical response
Represents the agency at media interviews, legislative hearings and public meetings and makes formal presentations to state, local and federal officials, emergency response personnel, the regulated community and the general public to present, explain and defend the agency’s position on dam safety and flooding related issues
Qualification
Required
Master's degree from an accredited institute of higher education with a major study in civil engineering, or possession of a Bachelor's degree from an accredited institute of higher education with a major study in civil engineering and possession of a Master of Business Administration degree from an accredited institute of higher education
One year of experience in civil engineering post Professional Engineer licensure; or five years of post baccalaureate experience in civil engineering
Bachelor's degree from an accredited institute of higher education with a major study in civil engineering
Three years of experience in civil engineering post Professional Engineer licensure; or seven years of post baccalaureate experience in civil engineering
Associate's degree from an accredited institute of higher education with a major study in civil engineering or civil engineering technology
Five years of experience in civil engineering post Professional Engineer licensure; or seven years of post baccalaureate experience in civil engineering, plus two additional years of experience in a position comparable to an Engineering Technician
Professional Engineer (PE) license
Valid driver's license and access to transportation
Must be physically able to perform tasks in the field requiring walking on slopes and uneven terrain at various elevations, in close proximity to still and moving water, and in similar conditions typically found at dams or other related infrastructure
Must be able to work in adverse weather conditions typically in response to significant incidents or emergencies
Preferred
Familiarity with the methodologies and engineering principles associated with the design, construction, inspection, and monitoring of dams
