Park Manager 1 (NY HELPS) Emergency Management
New York State Parks, Recreation & Historic Preservation is seeking a Park Manager 1 for their Emergency Management Bureau. The role involves coordinating emergency management preparedness, response, and recovery efforts within the Southern Tier region, while serving as the primary liaison between the Emergency Management Bureau Headquarters and regional staff.

Responsibilities
Coordinate emergency management Preparedness (planning and training), Response (coordination of information and incident support resources) and Recovery (damage assessment and coordination for management of federal assistance programs) with Parks and State agencies located within the REDC boundaries
Function as the primary conduit between the Emergency Management Bureau Headquarters and OPRHP regional staff located within the REDC (Regional Economic Development Council) regions
Interact with OPRHP supported Emergency Support Function (ESF) regional staff from other State Agencies (Departments of Transportation (DOT), Environmental Conservation (DEC), Homeland Security and Emergency Services (DHSES), Office of Emergency Management (OEM), Canals, New York Power Authority (NYPA) and Thruway Authority
Identify regional emergency management training needs and coordinate delivery and/or provide direct training to OPRHP regional staff on internal and external current/emerging emergency management processes and procedures
Provide internal training for direct delivery, including refresher training on OPRHP Significant Incident Reporting Procedures, OPRHP Emergency Management Operations Procedures, Executive Chamber Emergency Management Operations Procedures, Basic Incident Command System Principles, Preliminary Damage Assessment process and other similar subjects
Serve as a facilitator to assist OPRHP Regions with the development of plans required by the Division of Homeland Security and Emergency Services, such as Incident Action Plans for large events and Continuity of Operations Plans for Regional Headquarters
Provide assistance to Park Regions in developing regional mitigation priorities and potential local hazard mitigation projects for submission to FEMA

Required
Candidates must be reachable on the civil service eligible list for this title
Six years of experience working in a park, recreational facility, or campus in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience
A bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus as described in any of the functional areas listed
Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education
Must possess and maintain a valid NYS driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment
Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period
Must have attended or be willing to attend the Facility Manager's Institute at the next available opportunity
Must have the ability to follow directions and communicate in a positive manner with staff and the public
Must have the ability to respond to patrons concerns or complaints in an effective and positive manner
