Employment Relations Specialist
The State of Wisconsin Department of Administration, Division of Personnel Management is seeking an HR professional to join its statewide human resources team as an Employment Relations Specialist. This role involves leading investigations into work rule violations, assisting with grievances, and developing enterprise-level workforce relations policies.

Responsibilities
Serve as a resource to enterprise human resources and employment relations staff for investigations, non-represented grievances, and employment relations related trainings/training development
Lead investigations into work rule violations due to agency conflict of interest issues, high profile infractions likely to result in publicity, or highly complex cases
Serve as the employment relations point of contact for all State of Wisconsin Assistant District Attorney employment relations issues
Work with agency human resources to assist with represented or non-represented step 1 grievances and handle all step 2 grievances for regions, non-regionalized agencies, and non-shared services agencies
Assist and assume a leadership role on statewide human resources workgroups developing enterprise-level workforce relations policy, procedure, and human resources handbook chapters, and other statewide initiatives
Assist with State of Wisconsin collective bargaining negotiations
Qualification
Required
Leading investigations into potential employee violations of employer work rules or policies including conducting investigatory meetings, drafting reports or findings, and issuing discipline
Providing guidance or consultation to human resources staff and non-human resources staff on policies and procedures
Developing and delivering in-person and/or virtual trainings
Preferred
Responding to employee complaints or grievances
Serving on a workgroup or committee tasked with developing policy initiatives
Researching, interpreting, and applying relevant federal and state employment laws, policies, and regulations
